Theoretical models and empirical evidence show that corruption control and economic openness have effects on economic growth. This paper aims to estimate the long-term effects of the anti-corruption effort and economic freedom on economic growth in a sample of 121 countries. We use autoregressive distributed lag (ARDL) models and estimation techniques appropriate to the case where there is a correlation between cross-section errors possibly generated by spillover effects. Besides, estimates of ARDL models are consistent even with endogenous regressors and integrated variables. The results indicate that economic growth of a country can be positively and significantly affected by the long-term corruption control and economic freedom.
O estudo das relações de longo prazo entre os gastos públicos e o nível de renda é fundamental para auxiliar os formadores de políticas públicas na tomada de decisão, sobretudo quando a análise se concentra nas componentes do gasto. Adotou-se como estratégia econométrica a metodologia CS-ARDL-DFE, para os estados brasileiros no período 1986-2013, nos moldes sugeridos por Chudik & Pesaran (2015). Os resultados apontam que as despesas públicas exercem impacto positivo sobre o crescimento econômico de longo prazo, com as despesas de capital e de segurança reportando influência significativamente maior quando confrontadas com as despesas correntes e de infraestrutura, respectivamente.
Este artigo analisa o impacto da ampliação dos direitos trabalhistas para as empregadas domésticas previstos na Lei Complementar n.150/2015 sobre o salário/hora, jornada de trabalho, formalização e contribuição para a previdência. A partir dos dados da Pesquisa de Emprego e Desemprego -PED dos anos de 2014 a 2016 para a Região Metropolitana de Fortaleza, aplicou-se o método de Diferenças-em-Diferenças combinado com o pareamento de escore de propensão (Propensity Score Matching -PSM). Definiu-se como grupo de controle as diaristas, já que estas encontramse desamparadas pela legislação devido à definição de empregado doméstico proposta pela Lei Complementar nº 150. Os resultados mostraram que não houve efeito para as variáveis salário/hora e horas trabalhadas. Por outro lado, sugere-se um impacto positivo da implementação da lei na chance do trabalhador doméstico contribuir para a previdência social, assim como possuir carteira de trabalho assinada.
O estado do Ceará instituiu, pela Lei nº 15.812/2015, o aumento da progressividade das alíquotas sobre transmissão, a título gratuito inter vivos (doação), passando de 2% e 4% para 2%, 4%, 6% e 8%. Buscou-se examinar se, com a alteração das alíquotas, houve incremento na arrecadação do Imposto de Transmissão Inter Vivos Causa Mortis e Doação (ITCMD), por meio de um modelo de quebra estrutural. Os dados foram fornecidos pela Secretaria da Fazenda do Estado do Ceará (SEFAZ-CE), os quais contemplam janeiro de 2005 a novembro de 2019. Constatou-se que somente houve indícios de mudanças na estrutura da arrecadação do ITCMD PARCELAMENTO, apontando que o contribuinte tomou a decisão de transferir seus bens, pagando o imposto de forma parcelada, antes que a lei entrasse em vigor. Assim, o contribuinte evitaria o pagamento do imposto com alíquotas mais altas e prazos mais curtos.
Este artigo avalia o impacto da gestão governamental do estado do Ceará nos indicadores educacionais, de cunho quantitativo e qualitativo, referentes ao ensino médio, no período de 2007 a 2014. Para tanto, utilizou-se o método de controle sintético. Uma análise descritiva mostrou uma evolução contínua do estado do Ceará, permanecendo acima da média da região Nordeste. O estado, a partir de 2009, ultrapassa a média nacional, permanecendo acima até o fim do período considerado. Na abordagem qualitativa, destaca-se o rápido crescimento entre 2011 e 2014, de modo que o Ceará, anteriormente abaixo, acompanha o desempenho nacional. Em suma, a partir dos resultados, conclui-se que a intervenção analisada, a gestão do governo do estado do Ceará de 2007 a 2014, apresentou bom rendimento na educação, tanto quantitativamente quanto qualitativamente.
