The purpose of the study is to reveal specific features of modern EU innovation policy in the context of its focus on sustainable European development and to conduct an assessment of the parameters of national innovation ecosystems of the EU member states with different innovation potential and Ukraine from the standpoint of their influence on the innovative development of countries worldwide. With the use of the correlation-regression analysis, the hypothesis of changing the parameters of national innovation ecosystems that affect the innovation of the EU member states and Ukraine in the global context depending on the level of their productivity and innovation potential was reiterated. The factors that have the greatest impact on the ranking of the countries in the Global Innovation Index, depending on which group the countries under study belong to according to the classification of the European Innovation Scoreboard, were identified. It was revealed that the set of such factors in each group of countries varies and has a different degree of influence on the level of their innovation development. Based on the results of the assessment, taking into account the need for a speedy post-war reconstruction of Ukraine, policy recommendations were made for Ukraine. Their implementation will ensure the systemic influence of the state on the national innovation ecosystem of the country.
The article highlights a conceptual framework for developing of regional innovation ecosystems at the NUTS 1 level. The authors' definition of the innovation ecosystem of the region has been given. The ranking of EU-27 NUTS 1 regions by R&D intensity indicator allowed identifying most innovatively active regions and draw the conclusion about their concentration in three science-intensive macro-clusters. The conceptual model of the regional innovation ecosystem of Ukraine has been suggested taking into account features of its current territorial division. The key dimensions of the model include the goal of the ecosystem, its actors, the environment and the system of internal and external interrelationship. Considering the specifics of regional governance in Ukraine, it was substantiated that it is advisable to use the existing network of regional research centres as institutional tools to support regional innovation ecosystems at NUTS 1 level. It is suggested to create special coordination centres, in particular, regional innovation councils at NUTS 2 level.

This work highlights a range of problems related to ensuring sustainable development of post-conflict territories, as well as ways to overcome those through smart specialization approach. The influence of military conflict on Luhansk region's economy structure and economy's pace of development had been determined. Capacities of smart specialization as a contemporary tool meant for intensifying innovative development, structural modernization and improving competitiveness of regions had been studied. While researching regional context the current state and structure of the chemical sector, which is region's traditional specialty, had been analyzed and also its SWOT analysis had been conducted. Potential for diversification, innovative and cross-sectoral evolution of the existing chemical business was discovered. We pay attention to chemical production's digitalization horizons and its integration into rapidly growing region's agricultural sector as part of precision farming concept. The suggested agrochemical ecosystem's model facilitates communications between leading stakeholders, increases efficiency of entrepreneurial discovery process, creates new areas of specialization and new leverage for ensuring region's sustainable development.
