In the conditions of limited sources of financing for the introduction of advanced innovative technologies and equipment modernization, to retain the existing positions and increase the overall level of competitiveness can only the company that establishes a close relationship with government bodies, local governments and trade union organizations with the aim of obtaining possible preferences for development within the existing regulatory right field. The purpose of the article is to analyze the main socio-economic indicators of the development of Ukraine and its regions, the definition and justification of possible areas of establishing interaction between private enterprises and government agencies. The methodological basis of the study consisted of scientific works of domestic and foreign scientists and leading specialists, statistical and analytical materials of state authorities. The results are obtained through the use of such methods as expert – to identify the impact of qualitative and quantitative indicators on the socio-economic development of the Kherson region; economics and mathematics – to study the influence of a defined group of indicators on the index of the physical volume of the gross regional product; abstract-logical – for a theoretical synthesis and formulation of conclusions. It is revealed that among the key areas of interaction is the promotion of the state and local authorities in the creation of industrial parks. The conducted research on identifying the strengths and weaknesses, opportunities and threats of the economy of the Kherson region indicates the need to develop measures to ensure the economic security of the region. To solve these problems at the regional level, it is proposed to implement a state policy that would be carried out in the following areas: ensuring a solid institutional protection of investor's property rights; improvement of the legislative framework; establishing an effective mechanism for combating corruption in Ukraine, developing an effective state policy on amnesty and unshadowing of incomes of individuals and legal entities. Theoretical and methodical aspects of rating performance appraisal of academic workers of higher educational institutions are the object of research. The purpose of the article is to study peculiarities of the functioning of institutions of higher education and to improve processes of rating assessment of employees as a part of the development of professional careers. Methodological basis of research consisted of scientific works of domestic and foreign scientists and leading specialists, statistical and analytical materials of state authorities. Results are obtained through the use of methods: statistical and economic – to determine the peculiarities and trends of the development of institutions of higher education in Ukraine; economics and mathematics – to study the impact of the main indicators of activity and performance of higher education institutions and purchasing power of the population on the total volume of gross domestic product; abstract-logical – for theoretical generalization and formulation of conclusions. The results of the conducted research testify to the necessity of introducing a set of measures for optimization of labour costs for scientific and pedagogical workers of higher education institutions without worsening the quality of provided educational services. It has been revealed that the lack of a sound methodological approach to employee rating and appropriate means of motivation for professional development can lead to the loss of existing intellectual potential and competitive positions of higher education institutions in the market for educational services in general. To maintain the existing intellectual potential justified the introduction of an organizational and economic system for optimizing labour costs, which should consist of the following five main stages: collecting information, processing information received using expert and econometric and mathematical models, calculating the predictive values of factors and productive indicator, development of measures and directions of optimization of labour costs, development of a system of planning career development of personnel. With the introduction of a rating assessment of the activities of academic workers and its attachment to the development of professional careers, it is necessary to avoid possible professional burnout due to overload. A further study of the mechanism of determining the optimal predictive model, taking into account the influence of the shadow sector on the official statistical indicators of the development of the economy and the educational sector, in particular, deserves further study.
Urgency of the research. In modern conditions, functioning of the business is one of the main components of increasing the competitiveness of the enterprise not only optimization of production costs without deteriorating the quality of the manufacture of products, but also the definition of optimal logistic routes of transportation from the point of manufacture to the place of consumption of products, taking into account the capacity of the market, purchasing power of consumers and the costs of transportation. Any strategy to increase the competitiveness of goods and enterprises, in general, should be based on the development and definition of an optimal logistics strategy for the distribution of products and supplies of raw materials. Klymenko and other scholars research various aspects of theory and practice of competitiveness as an element of management of the enterprise. Uninvestigated parts of general matters defining. Still unresearched and unpublished in periodicals, there are issues related to the definition of optimal transportation routes. The research objective. Systematize the views of the domestic and foreign scientific community and provide recommendations for improving the logistics strategy of distribution of products and supply of raw materials as a component of increasing the competitiveness of the enterprise. The statement of basic materials. The article defines the factors and criteria for assessing the competitiveness of enterprises. The analysis and trends in the dynamics of changes in the volume of cargo transportation at the macro level were revealed. The work analyzes the activity of enterprises of Kherson region and gives recommendations on improvement of logistic operation. Conclusions. The work substantiates methodical approach to the determination of optimal routes of distribution of production and supply of raw materials. It was proved the need for more reliable studies on the purchasing power of potential consumers.
An important condition for the effective functioning of business entities of all forms of ownership in modern conditions of uncertainty and environment instability is the correct assessment of market conditions and opportunities in short- and long-term perspectives. The article aims to analyse modern methodological approaches to assess the competitiveness of enterprises to identify and justify possible aspects of their improvement considering the specifics of the functioning of domestic research objects. The research’s methodology based on domestic and foreign scientific works, leading experts’ opinions, statistical data, and public authorities’ analytical materials. The results were obtained by using expert methods – to investigate the impact of market factors and resource potential on light industry enterprises competitiveness; economic and mathematical methods – to calculate the integral indicator of the enterprise competitiveness; abstract-logic method – to theoretical generalization and formulation of conclusions. In determining the integral indicator of enterprise competitiveness, the method of taxonomic analysis was used with additional consideration of the specific weight of each factor influence on an integral indicator of enterprise competitiveness. In determining the specific impact of the indicators on the integrated indicator of the industrial enterprises’ competitiveness, the external experts’ views involved in the industry, their qualification competencies, and the level of fluctuations in the middle of the study group were considered. It was revealed that the existence of an enterprise could be considered objectively justified if it produces goods needed from the public point of view and uses resources within the qualitatively and quantitatively defined by society. Therefore, it was proposed to allocate eight levels of competitiveness, considering the technological and resource armament to grade the light industry enterprises'' competitiveness.
In modern conditions, the priority task for Ukraine is the institutional transformation of the economy, the main purpose of which is to ensure sustainable socio-economic development. The article discusses the theoretical and methodological foundations and develops scientific and practical recommendations for the formation of an innovative competitiveness management system based on the example of healthcare institutions in Ukraine. Based on the analysis, the main characteristics of the innovative development of health care institutions are determined, interaction schemes for participants in the innovation process in the health care system and the mechanism for developing and implementing competitive strategies in the health care institution management system are developed. The calculation of the integral indicator of assessing the effectiveness of the use of labor resources as the most important component of assessing the level of competitiveness of an enterprise.
The article is devoted to the topical issue of optimization and harmonization of the formation of the corporate property portfolio. The method of managing the corporate property portfolio in order to reduce the level of risk was optimized in the research, based on differentiated and portfolio approaches: the differentiated approach is used when considering corporate property as a set of individual elements that determine self-management; the portfolio one is used under the condition of combining corporate property in the management portfolio. The article also takes into account the applied model of fuzzy sets related to the identification of the level of profitability of the corporate property portfolio and its risk. It was determined that the fuzzy sets methodology has an advantage in the conditions of instability of financial markets and optimizes the search for attractive corporate property for investment. The article substantiates the use of the fuzzy set approach to assess corporate investment decisions as the most effective in terms of risk and uncertainty.
The aim of this research was to study future-teacher soft skills development in the context of Ukraine’s entry into the European Higher Education Area (EHEA). The development of soft skills is categorized as a separate direction of adaptation to the modern globalized professional environment. The main research question related to how to organize the educational process advantageously for the development of both soft and hard skills, as the former are often ignored in higher education institutions (HEIs). The research objectives were achieved using content analysis, Stapel scale and open-ended surveys, in-depth interviewing, computer-assisted personal interviewing (CAPI), “conferences of ideas”, and “collective notebooks”. The results of the experiment show that a 0% indicator for unsatisfactory level of soft skills development was achieved. Instead, the statistically and qualitatively achieved level of soft skills shifted, compared to the results of detailed primary diagnostics, towards satisfactory (10.7%), good (42.9%), high (32.2%), and advanced (14.2%) levels. Data confirm the effectiveness of the combination of the standalone subject model and embedded model algorithm for teacher soft skills development. Empirical research demonstrated the possibility of the dynamic development of soft skills in a relatively short (three-year) period as a result of targeted influence on a number of specific skills within the general concept. The guarantor of success in the soft skills development program is the conscious and cohesive work of the teaching staff, as well as an environment of cooperation with motivated students. Expanded employment opportunities are the main motivation driving force in this case.

It has been revealed that the lack of a sound methodological approach to employee rating and appropriate means of motivation for professional development can lead to the loss of existing intellectual potential and competitive positions of educational institutions in the market of educational services in general. It has been found that in order to introduce an effective model of personnel management in educational institutions, it is very important to provide the main criteria for evaluating its effectiveness at the stage of formation. It was found that special attention should be paid to development of substantiated scientific and methodological approaches to the assessment of pro-fessional qualifications level of employees in the testing group and in the dynamics, determining the limit load and development model of a motivation model for professional development. When assessing the level of professional qualification of teaching staff, it is proposed to take into account not only their own property to scientific and pedagogical industry, but also the results of their pupils’ work. In determining the integral indicator of the assessment of the efficiency of the use of labor resources, the method of taxonomic analysis was used with additional consideration of the specific weight of influence of each factor on an integral indicator. It is substantiated that the definition of the boundary load will not only establish an effective bonus system, but also increase the level of job satisfaction among subordinates. The mechanism of determining the coefficient of competence of experts involved in the evaluation of staff, taking into account their work experience, the scale of management activity, and the level of education, deserves further study.
