The purpose of the article is to analyze the features of the pedagogical process of problems and prospects for the development of state formation. The beginning of the third millennium is characterized by globalization of social development, rapprochement of nations, peoples, states, the transition of mankind from industrial to scientific and information technologies, high economic and technological systems, which are largely based on educational and intellectual potential. At the same time, the competition of regions, nations, states, and individual citizens is intensifying. State formation as a pedagogical process has common features and peculiarities for each country, people and society. Accordingly, state formation has its own characteristics. State formation is not just a process for the education system, but has the essential characteristics of the pedagogical and creative process, which absorbs an almost endless palette of conscious, unconscious and unconscious actions of the people and their elite. State formation is a historical process of state building, creation and development of its legal, political, economic, ideological, military, financial and other institutions and ensuring their functioning, which is extremely important in the modern education system. The main purpose of the study is to determine the main ways to counter environmental threats, taking into account the impact of COVID-19 in the practice of a modern lawyer. To achieve this goal, we used the methodology of functional modeling and graphical display to represent the key stages and processes of counteracting the negative impact of environmental threats. Among the global problems of our time, one of the central cities occupies the issue of proper environmental protection, taking into account the peculiarities of the whole variety of its components and the impact of COVID-19. Conservation of natural resources, along with environmental well-being, is the determining factor in the comfort of human existence, ensuring the sustainability of social and economic development. The concept of harm to the environment and legal liability for such harm at the scientific level began to be developed relatively recently, which determined the relevance of the chosen issue. As a result of the study, a methodological approach was proposed to reflect the main measures to counter environmental threats on the part of practicing lawyers.
Through a documentary research design that combined induction and deduction, comparison and systematization, synthesis and analysis with abstract-logical thinking. The main objective of the study was to identify the key aspects of the legislative support rules in the countries of the European Union, in the field of building a system of local self-government. The European Union during the history of its existence has developed a set of rules on which the systems of local self-government of member states and applicants for this status are built. The complexity and importance of legislative regulation of the functioning of this system is evidenced by the fact that the legislation and principles of international law used by the union in the field of local self-government are among the "youngest". It is concluded that this is due to the role of local self-government in the development of a democratic political system, as well as the search for an optimal balance between centralization and decentralization. As a result of the study, current trends and prerequisites for legislative support standards in European Union countries were investigated.
Purpose. To analyze the problems of the prosecutor's procedural status in electronic criminal proceedings. Method. The methodology includes a comprehensive analysis and generalization of the available scientific and theoretical material and the formulation of relevant conclusions. During the research, methods of scientific knowledge were used: comparative-legal, logical-semantic, functional, systemic-structural, logical-normative. The results. The article examines the problems of the prosecutor's procedural status in electronic criminal proceedings. It is noted that today the activities of prosecutor's offices are practically impossible without the introduction of modern information technologies, since the growing information flow requires increasing the efficiency and speed of work. In this context, one of the main tasks of the prosecutor's office should be to consider obtaining, processing and using a large amount of information on matters of public order protection, on fighting crime, as well as other information that ensures the proper organization and work of law enforcement agencies. Scientific novelty. Without information technologies, it is practically impossible to create an effective system of interaction between power structures, which in turn creates obstacles in the field of increasing the level of efficiency and quality of decision-making, ensuring the speed of detection of management errors. Therefore, the key to the effective functioning of the prosecutor's office is modern and proper information support for its activities. Practical significance. The procedural status of the prosecutor during electronic criminal proceedings is partially regulated by the norms of the Criminal Procedure Code of Ukraine and is in the process of formation. It is necessary to improve the legal mechanisms for the introduction of "electronic justice" tools, as well as to ensure clear interaction of the information systems of courts, the prosecutor's office, the bar, the penitentiary service and other justice bodies.
