This article aims to describe: 1) the strategy of the madrasah head in improving the quality of education in MTs Asy-Syafiiyah Kendari; 2) supporting and inhibiting factors in improving the quality of education in MTs Asy-Syafiiyah Kendari; 3) the impact of implementing the Madrasah Kapala strategy on improving the quality of education in Ass-Asyafiiyah Kendari MTs. This research is a qualitative research, in which data is collected through interviews, observations, and document studies. The collected data is analyzed through the process of data reduction, data display, and data verification. The results showed: 1) the principal's strategy in improving the quality of education is seen in the vision and policies of quality-oriented schools, exploring student competencies, developing teacher competencies, and establishing partnerships; 2) a supporting factor in improving the quality of education is the leadership of the principal who focuses on the quality and support of the community. While the inhibiting factors are quality awareness not yet evenly distributed to all school residents; 3) The principal's strategy has an impact on the recognition of MTs Asy-Syafiiyah by the community, increasing graduation rates, increasing work partners, improving the development of students' talent interests, and increasing teacher competency. <p>Dalam melakukan kegiatan usaha pertambangan terdapat wewenang untuk mengatur, mengurus, dan mengawasi pengelolaan atau pengusahaan bahan galian (tambang) dengan adanya hak penguasaan negara yang mempunyai kewajiban untuk mempergunakannya sebesar-besarnya untuk kemakmuran rakyat Indonesia dan penguasaan ini diselenggarakan oleh Pemerintah. Tujuan dari penelitian ini adalah untuk mengetahui pemberian Izin Usaha Pertambangan di Kabupaten Nagan Raya, Kabupaten Aceh berdasarkan UU No. 4 Tahun 2009 tentang Pertambangan Mineral dan Batubara. Metode yang digunakan adalah metode penelitian yuridis, menggunakan data sekunder, dianalisis secara kualitatif. Analisis data dalam penelitian ini menggunakan analisis kualitatif. Analisis kualitatif yang dilakukan bertitik tolak dari analisis empiris, yang dalam pendalamannya dilengkapi dengan analisis normatif. Pemberian Wilayah Izin Usaha Pertambangan (WIUP) khususnya untuk batubara diperoleh dengan cara mengajukan permohonan wilayah, sebagaimana dimaksud pada Pasal 8 ayat (4) PP No. 23 Tahun 2010 Tentang Pelaksanaan Kegiatan Usaha Pertambangan Mineral dan Batubara. Dalam Pasal 23 PP No. 23 Tahun 2010 Tentang Pelaksanaan Kegiatan Usaha Pertambangan Mineral dan Batubara bahwa meliputi persyaratan: Administratif; Teknis, Lingkungan; dan Finansial. Selain itu juga berdasarkan Pasal 28 PP No. 23 Tahun 2010 Tentang Pelaksanaan Kegiatan Usaha Pertambangan Mineral dan Batubara bahwa dapat diberikan oleh: Menteri, untuk WIUP yang berada dalam lintas wilayah provinsi dan/ atau wilayah laut. Kesimpulan secara logika deduktif. Pemberian Izin Usaha Pertambangan di Kabupaten Nagan Raya, didasarkan Qanun Aceh Nomor 15 Tahun 2013 tentang Pengelolaan Pertambangan Mineral dan Batubara tepatnya pada Pasal 4 Ruang Lingkup Qanun dan Peraturan Pemerintah Nomor 3 Tahun 2015 tentang Pemerintahan yang bersifat Nasional di Aceh.</p>

Distance learning has been becoming the new learning systems for the universities which always deal with offline class during the coronavirus outbreak. In this paper, the researchers aimed to analyze the disadvantages in distance learning. This study examined the distant experiences through the Indonesian college students' points of view. The researchers used a qualitative research method. The research data were collected online through social media platforms i.e., Twitter and WhatsApp. They were in the forms of interviews in questionnaires related to students' experiences engaging in distance learning. The subjects were 55 college students from various universities in Indonesia. The results were (1) the disadvantages of distance learning wee various, (2) the obstacles that most experienced by the students were poor internet connection, and lack of internet data, and (3) the obstacles which they experienced led to the distance knowledge which really affected their learning processes. These conditions implicitly say that traditional classroom students have not been ready for the distance learning which brings them to distance knowledge and learning lost.
