Theory of Planned Behavior (TPB) has been widely applied in various fields of behavioral research, to address behaviors that are not under the full control of the individual. This research aimed to analyzing the effect of: 1) attitude toward the behavior; 2) subjective norm; 3) perceived behavioral control; and 4) readiness for changeon the intention to implementing the Government Regulation No.71 Year 2010 concerning the accrual-based governmental accountingstandard. This research used a quantitative approach with the closed questionnaire method. The research samples were all heads of the offices and fields of the office of the Revenueof Regional Finance and Asset Management of the cities and regencies in Central Sulawesi. The research results indicates that the variables of the attitude toward behavior, subjective norm, and readiness for change have the positive and significanc effect on the intention, where as the perceived behavioral control variable does not indicate the significant relationship with theintention.Keywords: Theory of planned behavior, readiness for change, intention. AbstrakTheory of Planned Behavior (TPB) telah digunakan dalam penelitian tentang keperilakuan untuk menunjukkan bahwa perilaku tidak sepenuhnya di bawah pengaruh dari individu. Penelitian ini bertujuan untuk menganalisis pengaruh (1) sikap terhadap perilaku, (2) norma subjektif, (3) kontrol perilaku persepsian, dan (4) kesiapan untuk berubah terhadap niat untuk mengimplementasikan Peraturan Pemerintah No. 71 Tahun 2010 tentang Standar Akuntasi Pemerintahan Berbasis Akrual. Penelitian ini menggunakan metode kuantitatif dengan menyebarkan kuesioner. Sampel penelitian ini adalah kepala dinas dan kepala bidang di Dinas Pendapatan Pengelolaan Keuangan dan Aset Daerah Kota dan Kabupaten seluruh Sulawesi Tengah. Hasil penelitian ini mengindikasikan bahwa attitude toward behavior, subjective norms, dan readiness for change mempunyai pengaruh positif dan signifikan terhadap niat, sementara itu perceived behavioral control tidak mengindikasikan pengaruh yang signifikan terhadap niat.Kata kunci: Theory of planned behavior, readiness for change, niat. Tujuan artikel ini adalah menjelaskan modus operandi korupsi dan mengidentifikasi potensi kerugian negara akibat korupsi pada sektor pertambangan nikel di Sulawesi Tengah. Teori elite capture yang memfokuskan pada perampasan sumber daya alam oleh elit politik dan ekonomi, digunakan sebagai kerangka analisis dalam artikel ini. Penelitian ini menggunakan pendekatan kualitatif-deskriptif. Pengumpulan data dilakukan melalui studi literatur dan studi lapangan. Untuk mengidentifikasi posisi dan relasi aktor dalam bisnis pertambangan nikel digunakan metode social network analysis (SNA) dengan bantuan software ghepi. Hasil penelitian ini menemukan aktor-aktor yang terkait dalam bisnis pertambangan nikel berasal dari latar belakang beragam yang terdiri dari politisi, pengusaha, birokrat, pejabat pemerintah pusat, pejabat daerah, oknum militer dan aparat penegak hukum. Jaringan relasi antar aktor teridentifikasi dalam lima bentuk/pola, yaitu jaringan bisnis, jaringan keluarga, jaringan partai, jaringan pemerintah dan jaringan organisasi massa (sosial dan agama). Modus operandi para aktor dan elit untuk memperoleh konsesi tambang nikel di Sulawesi Tengah melalui jual beli dan sewa lahan, pengajuan pendapat hukum, jual beli dokumen, rent extraction, shadow benefical ownership dan penambangan ilegal. The rapid growth of Islamic banks shows great consumer interest in Islamic banks. This research was conducted to analyze the factors that cause consumers to switch from conventional banks to Islamic banks. The population in this study were users of Bank Sharia Mandiri, BNI Sharia, BTN Sharia, and BRI Sharia. Primary data collection through distributing questionnaires with 114 respondents conducted by quota sampling. Data is analyzed by using confirmatory factor analysis. The results showed that the dominant factors that caused consumers to switch from conventional banks to Islamic banks were ethical issues and service quality. Apart from that, there are also factors of price / product and spiritual quality which also trigger consumer movement. These findings indicate that banking companies must be able to identify consumer desires in order to maintain and increase consumer loyalty by continuing to deliver good services. With an increase in service, consumers can feel more comfortable in making transactions.
