The concept of "quality of state programs" is not used in the normative legal acts (NLA) regulating the activities in the sphere of development and implementation of state programs and their structural elements. However, there is a need to assess the quality of state programs of the Russian Federation as a detector of their impact on the socio-economic development of the country, more precisely, on the desired trajectory of development. The article proposes an innovative methodology for assessing the quality of state programs with a description of its main procedures and assessment methods. The methodology can be used in the activities of authorized federal executive bodies responsible for state programs.
The article substantiates an innovative approach to assessing the quality of state programs of the Russian Federation. The proposed multi-criteria model involves evaluating the quality of programs in four areas. In turn, for each of the selected areas of evaluation, several specific criteria are used, which together form a comprehensive assessment of the quality of the state program. The proposed algorithm and tools allow for ranking and rating of state programs according to the quality criterion of their development, taking into account the effectiveness of implementation in the reporting period.
Decree of the President of the Russian Federation № 633 dated November 8, 2021 «On approval of the Fundamentals of State Policy in the field of strategic planning in the Russian Federation» among the main directions of state policy in this area, scientific and methodological support for strategic planning of socio-economic development and ensuring national security is defined [3]. Within the framework of this direction, a multi-criteria model for assessing the quality of state programs of the Russian Federation has been developed and passed initial testing. New methodological approaches have been transformed into an algorithm and assessment tools, brought to the level of draft Guidelines and tested on the example of several government programs of various formats and areas of implementation. The model includes the author's conceptual apparatus, parameters and evaluation criteria, a regulated sequence of evaluation procedures (algorithm), specific tools, a specially developed tabular format for obtaining and issuing evaluation results. The principal features of the multicriteria model were described earlier [11]. This article presents the first practical results of assessing the quality of individual state programs of the Russian Federation based on the developed model. The obtained results, in turn, can be used for further improvement of the model.
Decree of the President of the Russian Federation № 633 dated November 8, 2021 among the main directions of state policy in this area, determines the scientific and methodological support for strategic planning of socio-economic development and ensuring national security [2]. Currently, the minimum necessary regulatory and legal framework has been formed for the preparation and implementation of state programs of the Russian Federation. The named Presidential Decree established the architecture of strategic planning documents. Decree of the Government of the Russian Federation № 786 of May, 26, 2021 regulates the general rules for the development, implementation, monitoring and evaluation of the effectiveness of state programs of the Russian Federation [4]; Decree of the Government of the Russian Federation № 903 of July 17, 2019 approved uniform rules for the formation of a Consolidated Annual Report on the progress of implementation and evaluation of the effectiveness of state programs of the Russian Federation [3]. At the same time, there are gaps in the regulatory support for the preparation and implementation of state programs that do not allow us to correctly assess the quality of state programs, which primarily means (but is not limited to) their impact on achieving long-term priorities of socio-economic development of the Russian Federation. Earlier, the authors outlined the main methodological approaches to assessing the quality of government programs, the algorithm and tools for conducting an assessment, and also published the main results of testing the recommended assessment model [7, 8]. This article develops the author's ideas of qualitative analysis of the links between the goals and indicators (target block) of state programs of the Russian Federation with the priorities of socio-economic development of the country and offers quantitative methods of their assessment. In general, a series of articles by the authors describes a "line" of models that allow a comprehensive quantitative assessment of the qualitative characteristics of state programs of the Russian Federation.
Today, the effectiveness of any healthcare system is determined by three groups of indicators: public health indicators, public quality of life indicators and indicators of access to and quality of health care. Ensuring the quality health care for patients is one of the most important prerequisites for public health maintenance and reproduction. The problems of the healthcare quality and effectiveness are the most relevant and directly connected with the final results of the system performance and costs of its constantly limited resources. Achievement of a high level of healthcare quality (HCQ) is one of the priority tasks of the state-building. The objective of the article is to determine to what extent the orders on the healthcare quality control are valid, as well as what approaches should be used for the formation of the HCQ control and assurance system in each medical organisation. The authors suppose that the work in this field should be started, firstly, from creating the proper local regulatory acts on the basis of the federal regulatory and legal documents, and, secondly, from ensuring their mandatory fulfilment by the medical staff due to the continuous medical education system at the post-degree courses, seminars, conferences and master classes.
