This study was aimed at creating an effective model of the educational ecosystem in a singularity environment. The study is based on a system of general scientific methods of scientific knowledge, in particular, the method of expert assessment, the method of analogy and comparative analysis. The experts, with the support of facilitators, visualized the possible future of education as a symbiosis of individual and collective learning paths that connect learners with many learning spaces and educational opportunities. To ensure the operability of such a model of the educational ecosystem, it is necessary to create tools and processes that support personal and collective learning and development throughout life, including: processes and tools that help determine the goals of learners; educational processes integrated into the educational trajectory and developing various aspects of personal and collective existence through holistic educational experiences, including play and co-creation; processes and tools that measure learning outcomes; educational spaces and technologies that help to combine personal and collective educational trajectories, coordinating individual educational needs with the evolving needs of communities. These processes can be integrated into "ecosystem" systems of educational process management (in which personal and collective learning paths can be combined, and which connect learners with many learning spaces and educational opportunities).
Abstract. The article analyzes the process of communication between state institutions and society. The study found that all aspects of communication between government institutions and society today acquire the characteristics of digital communication. This means that for the process of communication between government and society, its interactivity, multimedia, efficiency, extraterritoriality become relevant. It is also characteristic that the communication of state institutions and society acquires certain systemic properties — emergence, inherence, integrity. Also, as a result of the analytical study, there is a significant disparity in the access of different groups of the population to modern information and communication technologies and, as a consequence, the formation of different levels of their uptake by these groups of the population. Therefore, to increase the efficiency of communications, the subjects of the communication process should use a system of different channels of information transmission and use not a single concept, but a system of communication concepts to ensure national security and socio-economic stability. It is proven that the basis and guarantee of the formation and introduction of a systematic conceptual approach to the practical application of information and communication technologies of state institutions and society is the inevitable end-to-end digitalization of Ukraine. The process of digitalization will lead to a change in social and political activities of citizens, the formation of social strata, which is the germ of the information society and will require intellectual communication. The existence of a system of communication concepts has led to the use of a systematic approach to create an algorithm for the formation and implementation of effective communications of state institutions and society. The complex of requirements to the specified system of communications is formed due to the research. This system should be aimed at reconciling and harmonizing the interests and positions of communities of citizens; integration of social communities, optimization of administrative activity based on democratic values and observance of citizens’ rights. It also proposes areas of work to fulfill the tasks facing state institutions and society to harmonize the information and communication process and to form the basis of social stability and guarantee national security. The article proposes to consider a complex process of implementation of the state management measures of de-shadowing of the economic system in the conditions of globalization. The stages of the state policy of de-shadowing of the economic system in the conditions of globalization are substantiated: 1. Construction of the strategy of counteraction to the shadow economy. 2. Organization of legal and legislative bases of the process of counteracting the shadow economy. 3. Implementation of comprehensive measures to reduce the shadow sector. 4. Formation of motives and incentives for work in the legal sector of the economy. 5. Adding the shadow capital to priority sectors of the economy. 6. The growth of the legal sector of the economy. 7. Limiting the scale of the shadow economy. It is noted that the state policy to eliminate the shadowing of the economic system should be based on a systematic approach to the selection of the country's methods of influence on processes, which are implemented in this area, as well as approval and application of the effective instruments to implement the planned measures in practice (direct and indirect). The program of realization of the mechanisms of the state policy of de-shadowing of the economic activity in the conditions of globalization as a dynamic uniform environment is suggested which gives the chance to influence the growth of indicators of the legal sector of economy and unites a complex of operating subsystems.
Сформовано інтегральний підхід до управління інтелектуальним потенціалом, у побудові факторної, структурної та динамічної моделей розвитку інтелектуального потенціалу сучасної системи публічного управління за рахунок використання внутрішніх інтелектуальних активів і можливостей.Уточнено поняття та розкрито структуру інтелектуального потенціалу, показано його місце в системі інтелектуального капіталу системи публічного управління.Виявлено системні властивості інтелектуального потенціалу, які необхідно враховувати під час розроблення стратегічних і перспективних планів розвитку системи публічного управління. До них відносяться: продуктивність, структурна неоднорідність, мінливість, стійкість, підви щена адаптивність, сумісність, мобільність і керованість. Встановлено, що вміст інтелектуального потенціалу і динаміка його розвитку є результатом ефективного використання системи управління знаннями в системи публічного управління, які розглядаються в якості особливого ресурсу і джерела інноваційної активності. Розроблено підходи до формування загальної стратегії зміцнення і розвитку інтелектуаль ного потенціалу системи публічного управління за допомогою виділення локальних стратегій, які передбачають вирішення проблеми управління особистісними знаннями, підвищення твор чої активності співробітників, впровадження концепції самонавчальної системи публічного управління з відповідної трансформацією організаційної культури.
