The aim of this study was to evaluate the causality between healthcare resources and health expenditure in Turkey over the period from 1975 to 2013. The empirical modeling was based on how GDP per capita, the number of doctor and number of hospital beds had an impact on the growth of health spending per capita. Data were gathered from the statistical databases of Turkstat, World Bank Indicators and OECD Health Data. Granger Var method was used to investigate causality between variables. Eviews 9 software was performed for the tests. At the end of the analysis, it was found out that, health expenditures per capita were affected by the number of physician per 1000 to population and it had an effect on GDP per capita. These results are expected to provide important information to health policymakers to understand which variables have an impact on dynamics of health expenditures in Turkey while they plan and control their limited resources.
It is known that health has a significant positive effect on the rate of economic development in a country. However current research rarely permits the understanding of what the most important indicators are in the level of development. The aim of this study was to assess the relationship between health indicators and development levels of provinces. The data on the development level of the provinces was obtained from "Socio-Economic Development Ranking of Provinces and Regions," published in 2013 by the Ministry of Development of the Republic of Turkey. The number of health workers per ten thousand people, the number of hospitals, hospital beds, and the infant mortality rate by provinces was obtained from the web site of the Turkey Statistical Institute (TSI). At the end of the multiple regression analyses, it was found that the development ranks of provinces was effected by the number of pharmacists per ten thousand people, and the number of hospitals. According to these findings, the human resources for health, especially the number of pharmacists per ten thousand and the number of hospitals, could be taken into account in research on development rankings, and these indicators could be used as substitution variables for the development levels.
Qualified personnel turnover means the loss of qualified personnel by organizations. Losing qualified personnel is risky especially for laborintensive organizations such as the health sector. This research has been conducted to discover the results of the qualified personnel turnover at the Ministry of Health of the Republic of Turkey. In order to fulfill this aim, qualitative research method and phenomenological design have been used. The participants of the research consist of twenty personnel with a postgraduate degree who have begun to work for other institutions upon leaving the Ministry of Health in the last ten years and have participated in the research voluntarily. The data was collected by meeting with every participant face-to-face and using a tape recorder. At the end of the research, the thoughts of the participants on the reflections of qualified personnel turnover to the Ministry of Health have been grouped under two themes as "effects on the institution" and "effects on the remaining personnel". No study has been carried out on this subject at the Ministry of Health and it is aimed to fill this gap in the literature with this research.
