Cet article analyse les spécificités des démarches qualité dans les services et leur intégration tant dans les modèles théoriques que dans la pratique des entreprises. Dans un premier point, en nous appuyant sur le marketing des services, nous montrons que les modèles théoriques de la qualité sont essentiellement focalisés sur la définition et l'évaluation de la qualité de service perçue par le client. Nous mettons ensuite en évidence que s'ils proposent une explication de la non-qualité à travers un cumul d'écarts successifs, celle-ci n'est pas propre aux activités de services. En revenant sur une dimension majeure des activités de services que constitue l'implication du client dans la conception et la production du service, nous proposons un modèle enrichi des écarts et distinguons deux composantes de la qualité d'un service, à savoir la qualité du service et la qualité de service. Nous dégageons la portée de ce modèle en matière de management de la qualité dans un troisième temps.

Celle-ci est définie par les normes ISO 9000 comme « l'ensemble des actions préétablies et systématiques nécessaires pour donner la confiance appropriée en ce qu'un produit ou service satisfera aux exigences données relatives à la qualité » (Lamprecht, 1994). 2. Le produit est ici entendu comme ce qui est offert ou vendu sur un marché, et renvoie donc à un bien matériel ou à un service.
Cet article s’interroge sur la possibilité d’un pilotage global de la performance de la relation de service définie comme l’ensemble des interactions entre le client et le personnel en contact, lors de la prestation. À travers une recherche intervention au sein d’une CPAM portant sur la relation avec les professionnels de santé, cet article montre que la relation de service fait l’objet d’un pilotage complexe, car transversal à l’organisation et composé d’interactions aux objectifs et aux contenus multiples. Sa performance est en tension entre deux logiques distinctes : la satisfaction du professionnel de santé, lui-même client de multiples offres de service, et la régulation de ses comportements et de ses pratiques en tant que partenaire du système de santé et coproducteur des services proposés par la CPAM. Le pilotage de cette performance suppose l’élaboration d’une stratégie de la relation de service qui articule ces deux logiques au sein de l’organisation. À partir du cas emblématique de la CPAM, l’article propose des pistes de généralisation en l’extrapolant au pilotage de tous les types de relation de service.
