This study identifies critical factors in the capacity building of electronic government (e-government) in Sragen municipality, Indonesia. Sragen is a small city renowned as a pioneer in the implementation of e-government initiatives among other local governments. by conducted in-depth interview as well as observation thus the data was categorized and interpreted for fur-ther being discussed for the result. Results of the study showed that using an institutional ap-proach in e-government capacity building Sragen municipality succeeded in improving the quality and value of the relationship between government institutions and citizens; identified institutional factors that are crucial for successful e-government capacity building that include policies, organizational structure, and participatory public management.
This study examined Micro, Small, and Medium Enterprises (MSMEs) development strategies through information literacy. Information literacy can be interpreted as expertise in effectively accessing and evaluating information to solve problems and make decisions. This study aimed to improve the quality of human resources driving MSMEs in Malang through information literacy. Descriptive qualitative methods were used to describe the phenomenon as a whole. Data were collected through Focus Group Discussions (FGDs) to determine the pattern of problem identification, searching and implementing solutions, and applying information literacy to the UMKM process in Malang City. The FCD results were analyzed by identifying problems, solutions that were implemented, and information literacy application. The next step was to formulate the stages of the MSME development strategy. MSMEs in Malang City faced internal (capital, human resources, and infrastructure) and external (government support, community roles, and consumer response) constraints. The solutions implemented to overcome these obstacles have not thoroughly utilized information literacy skills, so the problem recurs. MSME development strategies that can be applied with third parties' assistance are problem identification, reflection on applied solutions, and development of information literacy skills (the ability to access information, sort and select, and understand and implement it). Based on these findings, the role of third parties, such as the government and the research team, is quite important for implementing strategies and improving the quality of MSME Human Resources.
The government website is an electronic-based management information system to assist the government in providing information, providing public services, and enabling online transactions to the public with even better quality. The existence of a local government website (Pemda) is a tangible form of the implementation of E-Government that has been commonly implemented and regulated. The local government website is the first level in the development of E-Government in Indonesia which has a target so that Indonesian people can easily get access to information and local government services. This development was followed by an increase in interest in studying government websites in Indonesia. For this reason, this study identifies articles that discuss Government Websites in Indonesia for the span of 10 years (2011-2020). The method used is literature study. The articles under study are publications from 2011-2020. Articles are collected with the keywords "website", "site", "government". The results showed that many government website research titles were studies related to government efforts to use websites to build relationships or services to the community. The various methods used are quantitative (survey, experimental) and qualitative (descriptive, case study), literature study, and Web Usage Mining (WUM) and User Experience (UX) methods. Various studies show that the performance of government websites in Indonesia is still government centrist. On the other hand, the government's website is informative and of good quality, but it is considered less interactive in the services provided. If it is based on the principles of good governance, most of them have not fulfilled it either. This can be due to the problems faced, including the quality of human resources who manage and website interactivity. Over the years, there has not been any improvement in the performance of government websites because the results show relatively similar deficiencies.
The modern forestry industry has led to the dissociation of the communities surrounding forests and deforestation, resulting in the Community welfare gap and loss of forest land cover. In overcoming this, the government issued a new policy of social forestry with IPHPS scheme that aims to provide the opportunity to the community around the forest to legally manage the forest in the working area of Perum Perhutani. This research aims to determine the planning of monitoring on IPHPS scheme in Tulungagung district that can be used to encourage in improving and strengthening the plan. This research uses descriptive research methods with a qualitative approach. The results showed that stakeholders have not conducted any planning for monitoring so that, the author made monitoring planning based on the desired stakeholder results, fact field and monitoring planning UNDP (2009).
Banyuwangi has received a Village Fund budget from the Central Government which will be distributed to all villages. To manage the funds that have been received, the Banyuwangi Regency Government has made an innovation, namely the E-Village Budgeting application. In managing the budget, the Village Government must also use the principles of managing regional finances, one of which is Accountability. Accountability is meant to carry out accountability for budget management activities to the community and also related parties. This study aims to describe the accountability of village fund management in accelerating village development in Sukojati Village. This study uses a qualitative approach. The method of data collection is by observation, documentation, and interviews in Sukojati Village. The research location is in Sukojati Village. The Sukojati Village Government has carried out accountability in the form of financial reports. However, the accountability carried out is still not good or in general is still minimal. This is because the Sukojati Village Government applies Accountability only when there is a problem in budget management.
