The imperative of ‘making cities resilient and sustainable’ necessitates cities to develop adaptation concepts and practices in response to the uncertainty, rapid change, and complexity of urban areas. A new concept of governance that can answer the challenges of contemporary urban development and ensure long-term sustainable development is required. This study aimed to identify the general framework of adaptive urban governance by review, elaboration, and analysis of documents, in this case, scientific articles that discuss urban governance specifically related to climate change adaptation (CCA) and disaster risk reduction (DRR). The results of this study include an overview of governance approaches appearing in the literature on CCA and DRR, which was parsed down to the adaptive and anticipatory approaches. Adaptive governance requires the principle of flexibility applied in the management cycle in policy formulation, while anticipatory governance requires the principle of proactivity with the application of future foresight in policy formulation. The dimension of governance consists of process/mechanism (risk management) and capacity (technical, institutional, financial, and human capacity). Some challenges in building good governance based on an adaptive approach are encouraging community involvement, increasing local government capacities, and building integration between actors, networks, and collaborations. Abstrak. Dalam menjadikan suatu kota tangguh dan berkelanjutan, kota diharuskan untuk mengembangkan konsep dan praktik adaptasi dalam menanggapi ketidakpastian, perubahan yang cepat, dan kompleksitas kawasan perkotaan. Diperlukan konsep tata kelola baru yang dapat menjawab tantangan pembangunan perkotaan kontemporer dan memastikan pembangunan berkelanjutan jangka panjang. Penelitian ini bertujuan untuk mengidentifikasi kerangka umum tata kelola kota adaptif dengan metode review, elaborasi, dan analisis dokumen, dalam hal ini artikel ilmiah yang membahas tentang tata kelola kota secara khusus terkait dengan adaptasi perubahan iklim (CCA) dan pengurangan risiko bencana (PRB). Hasil penelitian ini meliputi gambaran pendekatan tata kelola yang muncul dalam literatur CCA dan PRB, yang diuraikan menjadi pendekatan adaptif dan antisipatif. Tata kelola adaptif membutuhkan prinsip fleksibilitas yang diterapkan dalam siklus pengelolaan dalam perumusan kebijakan, sedangkan tata kelola antisipatif membutuhkan prinsip proaktif dengan penerapan pandangan jauh ke depan dalam perumusan kebijakan. Dimensi tata kelola terdiri dari proses / mekanisme (manajemen risiko) dan kapasitas (teknis, kelembagaan, keuangan, dan kapasitas manusia). Beberapa tantangan dalam membangun tata kelola pemerintahan yang baik berdasarkan pendekatan adaptif adalah mendorong keterlibatan masyarakat, meningkatkan kapasitas pemerintah daerah, dan membangun integrasi antar aktor, jaringan, dan kolaborasi. Yogyakarta is experiencing the increasing number of population (1,13%) from 2014 to 2017 that influences the rising number of motorized vehicles. Besides, it is also led by the easiness to access vehicles ownership in Yogyakarta. In 2017, Yogyakarta ranked fourth as the most congested city in Indonesia that indicates the importance of changing the transportation mode from private vehicles to public transportation. Through the mission of Yogyakarta to strengthen urban planning and environmental sustainability, it is necessary to implement green transportation along with transport demand management to reduce the disadvantages of road congestion in the city. Hence, bike-sharing system can be an option that provides new alternative mobility. However, the important thing to manage bike-sharing systems is the optimal location of bike-sharing station. In Yogyakarta, there is already a bike-sharing systems but only in 12 stations. This research aims to identify the best location for siting bike-sharing station based on spatial analysis using Analytical Hierarchy Process (AHP) and Spatial Multi-Criteria Analysis (SMCA). According to the analysis, the urban core of Yogyakarta and its surrounding are the most suitable location for bike-sharing station.
Jayapura city is the capital of Papua province, located at the eastern end of Indonesia and the borders with neighboring countries, Papua New Guinea. From the results of population census in 2010 the population of the Jayapura city is 256.705 inhabitants with a number of indigenous people as much as 89.773 people (34.97%) and as many as 166.932 nonPapua population (65.03%). This figure shows that in Jayapura city, the number of migrants is much more than the indigenous people. The term amber and komin then appears that refers to the indigenous people of Papua (komin) and immigrants nonPapua (amber). The high migration flows in Jayapura resulting diversity in socio-cultural and economic structure of the population. This impacted on the formation of the population settlement patterns. This paper discusses the ethnic heterogeneity in Jayapura city community in shaping the urban spatial pattern. From the discussion, it is known that the existing settlements in Jayapura city consists of settlements indigenous peoples, settlements inhabited by a mixed population of Papua and nonPapua population, settlements inhabited by ethnic Papuans from outside the city of Jayapura and settlements inhabited by ethnic immigrants certain nonPapua. Settlement indigenous peoples still survive as indigenous settlements that have a spiritual religious meaning that must be maintained and protected. While the settlement of migrants Papua and nonPapua formed by some preferences, namely the ties of kinship, proximity to sources of livelihood (workplace) and social status.Kota Jayapura merupakan ibukota Provinsi Papua yang terletak di ujung timur Indonesia dan berbatasan dengan negara tetangga, Papua Nugini. Dari hasil sensus penduduk tahun 2010 jumlah penduduk Kota Jayapura adalah 256.705 jiwa dengan jumlah penduduk asli Papua sebanyak 89.773 jiwa (34,97%) dan penduduk nonPapua sebanyak 166.932 (65,03%). Angka ini menunjukkan bahwa di Kota Jayapura, jumlah penduduk pendatang jauh lebih banyak daripada penduduk asli Papua. Istilah amber dan komin kemudian muncul yang menunjuk pada orang asli Papua (komin) dan kaum pendatang nonPapua (amber). Tingginya arus migrasi di Kota Jayapura mengakibatkan kemajemukan dalam struktur sosial budaya dan ekonomi penduduknya. Hal ini berdampak pula pada terbentuknya pola permukiman penduduk. Tulisan ini membahas mengenai heterogenitas etnis pada masyarakat Kota Jayapura dalam membentuk pola keruangan kota. Dari hasil pembahasan diketahui bahwa permukiman yang ada di Kota Jayapura terdiri dari permukiman penduduk asli setempat, permukiman campuran yang dihuni oleh penduduk Papua dan penduduk nonPapua, permukiman yang dihuni oleh etnis Papua dari luar Kota Jayapura dan permukiman yang dihuni oleh etnis pendatang nonPapua tertentu. Permukiman penduduk asli setempat masih tetap bertahan sebagai permukiman adat yang mempunyai makna religius spiritual yang harus dijaga dan dilindungi. Sedangkan permukiman penduduk pendatang Papua maupun nonPapua terbentuk berdasarkan beberapa preferensi, yaitu adanya ikatan kekerabatan, kedekatan dengan sumber mata pencaharian (tempat kerja) dan status sosial.
ABSTRAKPintu merupakan elemen penting dalam suatu bangunan, terutama rumah tinggal. Pintu adalah jalur sirkulasi antara ruang dalam dan luar bangunan. Rumah di Dusun Pucung memiliki pintu yang terbilang unik, baik dari segi jumlah, bentuk dan ornamennya, yang mana penggunaannya memiliki maksud dan tujuan tersendiri bagi setiap pemiliknya. Tujuan dari penelitian ini untuk mengklasifikasikan pintu rumah tradisional yang berada di Dusun Pucung. Pendekatan penelitian dilakukan secara kuantititatif dan kualitatif, pengambilan data melalui survey lapangan, diiringi dengan studi literatur, studi kawasan, teoritikal, studi empiris terhadapt laporan penelitian terdahulu. Analisa data diawali dengan perumusan karakter umum pintu bangunan kawasan, penentuan pintu bangunan yang sesuai kriteria penelitian, penggambaran ulang (redrawing), pengelompokan dan kategorisasi tipikal elemen pintu bangunan. Penelitian ini pada akhirnya dapat mentipekan desain elemen pintu rumah tradisional yang berada di kawasan konservasi Situs Manusia Purba Sangiran, yang termasuk kedalam kawasan World Heritage. Berdasarkan hasil penelitian, didapatkan 6 (enam) tipe pintu rumah tradisional Dusun Pucung. Tipe pintu tersebut berdasarkan 2 kategori, yaitu berdasarkan jumlah; pintu satu, tiga, serta lima, dan berdasarkan materialnya, ada pintu yang terbuat dari bambu (gedhek), kayu, dan kayukaca. It is a circulation path between the interior and exterior of building. In Pucung Village, it has relatively unique function and meaning with a variety of ornaments, shapes, and amounts. The purpose of this study is to classify the types of doors and their elements, in this case the doors of traditional house in Pucung Village. Data were collected through field surveys, which were supported by the literature, theoretical studies and the results of empirical study. Analysis and formulation of the general characters of doors were done, and the doors were determined in accordance with appropriate criteria of study and re-drawn, so the grouping and categorization of typical elements of the doors could be done. As a result, the design of traditional doors in the conservation area of Sangiran Early Man site, which is included in the World Heritage area, can eventually be typified. Based on the results of the study, six types of traditional doors in Pucung Village were obtained. The types of doors were based on two categories. Based on number, there were doors with one, three, and five in number, while based on material, there were doors made from bamboo (gedhek), wood, and wood and glass.
