Program Indonesia Pintar (PIP) adalah pemberian bantuan tunai pendidikan kepada seluruh anak usia sekolah (6-21 tahun) yang menerima Kartu Indonesia Pintar (KIP), atau yang berasal dari keluarga miskin dan rentan (misalnya dari keluarga/rumah tangga pemegang Kartu Keluarga Sejahtera/KKS) atau anak yang memenuhi kriteria yang telah ditetapkan sebelumnya dalam Peraturan Menteri Pendidikan dan Kebudayaan Nomor 10 Tahun 2020 tentang Program Indonesia Pintar (PIP). Kabupaten Bekasi termasuk salah satu Kabupaten di Provinsi Jawa Barat yang mendapatkan bantuan Program Indonesia Pintar. Program Indonesia Pintar ini diharap dapat membantu masyarakat dari golongan keluarga miskin atau rentan untuk mendapatkan bantuan uang pendidikan bagi anakanak mereka agar dapat mengenyam pendidikan. Metode yang digunakan dalam penelitian ini yaitu dengan pendekatan kualitatif yang bersifat deskriftif yang artinya mendeskripsikan atau menggambarkan secara gamblang bagaimana Implementasi Kebijakan Program Indonesia Pintar Pada Jenjang Sekolah Dasar Di Kabupaten Bekasi dengan menggunakan teori Van Meter dan Van Horn 1975 yang didalamnya terdapat enam indikator dalam implementasi kebijakan yang harus diperhatikan, yaitu : Pertama, Standar dan sasaran kebijakan/ ukuran dan tujuan. Kedua, Sumber daya. Ketiga, Karakteristik organisasi pelaksana. Keempat, Sikap para pelaksana (disposisi). Kelima, Komunikasi antar organisasi terkait dan kegiatan-kegiatan pelaksana. Dan keenam, Lingkungan sosial, ekonomi, sosial dan politik.
