INTRODUÇÃOO objetivo deste texto é oferecer subsídios à discussão de uma nova política de recursos humanos para o setor saúde -neste caso específico para a categoria médica -dentro de uma proposta de reorganização deste setor.Deve-se ressaltar inicialmente as limitações deste trabalho devidas, em parte, ao reduzido tempo disponível para a sua elaboração e, por outro lado, a escasso número de informações sobre o assunto.O tema de Recursos Humanos tem sido objeto de grande preocupação, a partir das propostas de reordenamento do setor saúde.A descentralização da programação, execução e controle das ações de saúde, através de distritos sanitários ou de políti-cas assemelhadas tem, na integração interinstitucional dos ní-veis federal, estadual e municipal o seu ponto de sustentação.Entende-se portanto, que o tratamento dispensado à força de trabalho na área da saúde necessita ser o mesmo nestes três níveis, no que se refere às condições de trabalho, bem como contar com mecanismos explícitos e únicos de ascensão funcional e remuneração, através de um plano de cargos e salá-rios.Certamente que os problemas de Recursos Humanos não são os únicos obstaculizadores da implementação das propostas de reforma neste setor.Contudo, os movimentos reivindicatórios da categoria mé-dica, nos últimos anos tem mostrado que a não resolução das distorções existentes pode vir a ser um ponto de estrangulamento das modificações propostas.Como uma primeira aproximação, poderíamos listar um conjunto de problemas na área de recursos humanos que, se não resolvidos, poderão comprometer todo o esforço realizado na superação do modelo de prestação de serviços anteriores: a) A formação médica oferecida guarda pouca aderência com os problemas prevalentes nos serviços de saúde, levando em geral à formação de pessoal pouco capacitado, o que exigirá um sobre-esforço do serviço em processos de reciclagem e aperfeiçoa-mento de pessoal. b) Os profissionais médicos são, via de regra, mal remunerados.
