Public health services, as a preventive aspect of health care, are essential for the sustainability of the entire health care system. However, the context of public health services, which focus is primarily on prevention, is not a common setting when measuring the efficiency within nonparametric evidence-based approach. The aim of this study is to measure the efficiency of the financial performance of organizational units of the public health institute in Croatia, the Health Ecology Department in particular, during the period 2016-2018 using data envelopment analysis. Among the many reasons behind choosing this nonparametric method is the fact that it identifies the sources of inefficiency and specifies the directions and magnitudes of improvements required. Two input-oriented models-CCR under constant and BCC under variable returns-to-scale assumptionare employed for evaluating three types of efficiencytechnical, pure technical and scale efficiency. Two hypotheses are examined and empirically confirmed: first, that there is significant between-unit variability in financial performance, and second, that investments are the major source of inefficiency among the observed indicators. The results have additionally revealed that the mentioned differences are less pronounced in the case of pure technical efficiency, implying that the overall inefficiency of the Health Ecology Department units can be generally attributed to scale efficiency. Besides, only three out of twelve department units are considered efficient. The implications of the research results are aimed at further research and testing the efficiency of the entire network of public health institutes, as well as to provide policy makers with new insights when considering different modes of organizing and delivering public health services.
U radu se kroz pregled postojećih istraživanja analizira pojam organizacijske legitimnosti startupova, te glavne značajke procesa izgradnje legitimiteta startupova kroz digitalni kontekst grupnog financiranja (crowdfunding). Crowdfunding kao jedan od novijih modela financiranja predstavlja, između ostalog, jedan od mogućih kanala kreiranja organizacijskog legitimiteta, tj. strategiju vrednovanja idejnog koncepta startupova i pribavljanja resursa. U takvom digitalnom okruženju legitimnost te posljedično uspješnost realizacije poslovnog koncepta na tržištu, ovisi o specifičnostima digitalnog okruženja i institucionalne logike sudionika dvostrane digitalne platforme. Svrha rada je istražiti koncept organizacijske legitimnosti startup poduzetnika u kontekstu crowdfundinga. Cilj rada je pružiti pregled rezultata postojećih istraživanja o specifičnostima procesa izgradnje legitimiteta startupova u crowdfundingu te pretežitim teorijskim pristupima u pozadini interpretacije poduzetničkog odlučivanja u navedenom procesu. Metodološki pristup istraživanja je analiza i sinteza postojećih rezultata istraživanja temeljnog koncepta organizacijske legitimnosti te uspostavljene veze sa kontekstom crowdfundinga. Sukladno rezultatima istraživanja, navedene su implikacije i smjernice za daljnji teorijski doprinos u procesu izgradnje legitimiteta startupova, kao i praktične implikacije usmjerene prvenstveno startupovima te ostalim dionicima poduzetničkog ekosustava u okviru crowdfundinga.
The beneficial relationship of entrepreneurial orientation with performance has been extensively acknowledged in the literature. However, empirical evidence is not straightforward and requires consideration of the interplay of different variables, context, and rationales through which this causal complexity of the performance-enhancing mechanism of entrepreneurial orientation influences firm performance. In this paper we examine the way the entrepreneurial behavior of the organization unfolds and affects performance through specific configurations resulting from the simultaneous interaction of strategic networking and dynamic environment in the setting of Southeast European SMEs. We apply hierarchical regression to a sample of 963 small and medium-sized enterprises. Empirical findings provide support for applying the configurational approach and show that companies of high entrepreneurial orientation and high strategic networking operating in a dynamic environment achieve the highest effect on a business performance. Research results further indicate that strategic networking is a mechanism that achieves the greatest efficiency in a dynamic environment and with the presence of a firm’s entrepreneurial orientation. According to the research results, implications for research and practice are suggested.
The concept of management innovation as distinctive type of non-technological innovations is still in the early days of conceptual formation and confirmation. This paper aims to investigate the concept of management innovations in public sector organizations with an emphasis on identifying the impact of organizational factors on the successful implementation of management innovations. The aim of implementation of new management concepts and methods is to increase efficiency and effectiveness of public services. A research was conducted on a sample of local self-government units in Croatia using empirical methods. The obtained results confirm the set conceptual determinants of the management innovation term, as manifested through the influence of selected organizational factors. Accordingly, absorptive capacity and top management support, with the combined effects of implementation climate and innovation-values fit, have been identified as key factors to achieving successful implementation of management innovations. On the other hand, availability of significant financial resources was not found to be a significant factor for the effective implementation of this type of innovation. Research results suggest theoretical and practical implications for strengthening the effectiveness of local self-government.
