Konsep wilayah geografis atau kewilayahan fisik hampir selalu merupakan komponen utama negara yang tak terbantahkan. Dengan kewilayahan, entitas politik tersebut tidak dapat dikatakan atau didefinisikan sebagai negara. Namun demikian, pentingnya wilayah untuk sebuah negara menjadi tidak terbantahkan karena kerap dianggap remeh oleh sebagian besar ilmuwan politik modern, walaupun secara historis, konsep tersebut hanya menempati posisi penting pada abad ke-16. Tulisan ini mengikuti sejarah konsep teritorialitas (territoriality) seperti yang dijelaskan oleh Schmitt dan Kant untuk menempatkan kemunculan keterlekatan teritorial pada suatu konteks. Dengan demikian, penulis ingin menunjukkan masalah yang muncul saat teritorial diambil dari konteks tersebut dan diadopsi di dunia global yang memiliki konteks yang berbeda. Mengambil wilayah sebagai norma yang tak terbantahkan dari sebuah negara modern berkontribusi dalam menciptakan beberapa masalah laten seperti masalah identitas etnik atau agama yang perlu tunduk pada identitas nasional, ketidakmampuan untuk menangani entitas politik non-teritorial, dan ketidakmampuan untuk membayangkan cara efektif untuk mengerahkan otoritas yang efektif tanpa bergantung pada kapasitas material. Tulisan ini diakhiri dengan saran untuk membuka kembali diskusi tentang pentingnya teritorial untuk suatu negara dan apakah konsep tersebut masih dapat berfungsi sebagai asumsi keamanan dan persatuan negara.
Kenneth Waltz is a celebrated scholar of International Relations whose works have become the foundation of the neorealist camp of International Relations. One of his most prominent theses is on the existence of international anarchy, which Waltz calls "the third image," which creates a perpetual state of war in the interstate relations. This essay does not examine whether his thesis is valid, but instead tries to problematize the use of Jean-Jacques Rousseau's texts as the foundation in creating the perspective of the third image. This paper argues that Waltz's misinterpretation of some of Rousseau's texts makes Waltz's thesis on international anarchy and constant state of war differ from Rousseau's thoughts on state and interstate relations. This paper will use the Hermeneutics method to provide an alternative interpretation of Rousseau's works and criticize Waltz's interpretation of them.
Indonesia has adopted a regularized public deliberation mechanism as a democratic innovation to ensure the inclusive involvement of citizens in city development planning. This research analyzes how the innovation, called Musrenbang, is conducted in one of the cities in Indonesia: Bandung. To conduct such analysis, we used literature analysis, direct observation, and focus group discussions (FGD s) to gather the research. This research found that Musrenbang in Bandung has the potential to be an ideal deliberative arena, although some challenges that disrupt the deliberation process are still present. We believe that the case of Musrenbang can further contribute to the deliberative democracy literature as a promising example of a regularized official system for public deliberation.
