The Indonesian reformation of 1998 marked a fundamental turning point of this country's democracy. In the administrative sector, the so-called Decentralisation Act 22/1999 was enacted to reform a formerly centralistic system. A strong central government used to maintain a hierarchical spatial planning system. It has been overruled, however, by the emergence of equally powered local governments. This paper discusses the relationship between Indonesian decentralisation and the phenomenon of fragmented local governments, which in turn has led to fragmented metropolitan transport planning. Transaction cost theory is utilised given the fact that, since decentralisation, comprehensive metropolitan transport planning relies much on inter-local governments' voluntary collaboration. The success of metropolitan transport planning collaboration is influenced by planning actors' perceived transaction cost. Through the application of Q-methodology in the case of Bandung Metropolitan Area, this article identifies four actors' perception systems. These perception systems accentuate, consecutively, legalistic and cultural local government aspects, the strengthening of local government authority in land-use planning, the establishment of supraregional institutions, and, finally, socio-economic and political aspects. Findings suggest a provisional support among urban planners, politicians, administrators and legislators for decentralised local government in the field of transportation. However, a further establishment of formalised rules and practices of agreement making aimed at setting compliance and commitment will be essential. Indonesia as the world's number one rattan producer. The purpose of this study was to build a dynamic model that can explain the relationships between different factors in the distribution channel of rattan in an attempt to understand the interaction between the transportation sector, logistics, and government policies in support of the national rattan industry. With reference to existing policies, this study wanted to assess whether the current government policies can stabilize the supply conditions of rattan raw materials and improve the economy in the areas of origin of rattan raw materials. The approach used in this study was system dynamics simulation. The results show that the existing policies have not succeeded in stabilizing the supply conditions of rattan raw materials or improve the economics of the rattan raw materials producing areas in Indonesia. Therefore, some scenarios were drafted that are expected to be able to solve the problem of rattan raw materials supply in the national rattan industry. The scenarios are: improving the income of farmers and collectors by emphasizing investment and improving the level of regional income by maintaining the sustainability of natural resources.
Abstraksi: Tujuan artikel ini menjelaskan pergeseran gagasan tentang Folk sampai dengan Komunitas Online. Metodologi yang digunakan adalah kajian pustaka untuk membentuk konseptual framework. Terjadi Pergeseran dua gagasan yaitu, yang pertama gagasan Geddes yaitu pada komunitas online aktivitas yang dilakukan manusia tidak hanya pada ruang nyata (real space) namun juga ruang maya (virtual space) yang meretas konsepsi kesatuan geografi. Gagasan kedua adalah konsep sistem aktivitas oleh Manheim tidak lagi hanya berupa aktivitas yang dilakukan di ruang nyata namun juga terdapat aktivitas yang dilakukan pada ruang virtual. Konsep trip generation tidak lagi merujuk pada lokasi berkumpulnya pelaku perjalanan pada suatu kawasan kesatuan geografis tertentu. Konsepsi trip attraction pun tidak lagi selalu merujuk ke pusat kota atau pusat pelayanan kota namun bergantung pada kesepakatan anggota komunitas online dalam melakukan pertemuan fisik.Kata kunci : pergeseran gagasan, ruang nyata, ruang maya, komunitas online.Abstract: The purpose of this article is to explain the shift of idea in the notion of Folk to Online Communities. The methodology used is a literature review to establish the conceptual framework. There are two shift ideas, the first is the idea of Geddes, while the online community committed human activity not only in real space but also the virtual space that paved the conception of the unity of geography. The second is that the activity system concept was initiated Manheim no longer just the activities carried out in real space but also the activity is conducted in a virtual space. Concept of trip generation no longer refers to the location of the gathering of traveling performers in a particular geographic area unit. Conception of trip attraction was also no longer always refers to the city center or the center of town services but depends on the deal online community members in conducting physical meetings.
The swift augmentation in the adoption of smartphones, the gadget that resulted from the convergence of Information and Communication Technology (ICT), potentially transforms people's life in myriad dimensions. One potential change induced by smartphones, is how people restructure their daily agenda and consecutively influence their travel pattern. To understand it, this study theoretically reviews mobile professional work, smartphone adoption, and how people conduct their mobile interaction, planning and execution of daily activities. Mobile professionals, the cohort of professionals that spend more than 20% of their total working time moving around out of their work environment; they are important beneficiaries of smartphones and have been chosen as the target of this study. Empirical results of mobile professionals´ experiences in the Greater Jakarta Area are presented at this juncture. Furthermore, their adjustment of activities as a dynamic response to receiving extensive information via smartphones is also analysed. The results indicate that there is a strong adjustment of daily activities by mobile professionals. Through those changes, the transformation of daily travel patterns related to the activity is also brought about by the use of this high-end ICT contrivance.
