The article analyzes the features of the formation of innovative infrastructure of the regional industrial complex, identifies the main constraints to the development and functioning of innovative infrastructure in the regions, proposes measures to address existing problems.
In modern realities, it is necessary to increase the efficiency of production and use of high-tech products of industrial enterprises. This becomes possible thanks to the implementation of a cost management system for the full life cycle of high-tech products. This system allows for a significant reduction in both financial and material costs at all stages of the life cycle of high-tech products. At the same time, the main attention is paid to the cost of the full life cycle of the sample. The purpose of the publication is to develop conceptual approaches to the construction of cost management systems at the stages of the life cycle of high-tech industrial products to minimize total (total) costs. Based on the analysis of theoretical and methodological approaches in the field of life cycle management of high-tech products, as well as foreign experience in managing the cost of high-tech products at various stages of its life cycle, the authors have developed a conceptual model of a cost management system for the life cycle of high-tech products. The proposed concept will contribute to the reform of the management system of the full life cycle of high-tech products. This will solve problems in the field of providing financial and material resources for all stages of the life cycle of high-tech products, starting with its development and ending with disposal, as well as increase the efficiency of using the life cycle management system of high-tech products of industrial enterprises. The novelty of the presented results lies in the fact that the authors for the first time from the standpoint of systematic and integrated approaches describe conceptual approaches to building a cost management system for the full life cycle of high-tech products, identify the problems of managing the operating costs of high-tech products and show the tools to solve them. This will allow a systematic approach to managing the full costs of all stages of the life cycle of high-tech products in order to minimize them.
The paper identifies new trends in financial and economic support of innovation processes and the role of innovation-territorial clusters functioning in conditions of increased factors of macroeconomic instability and financial risks. The necessity of activation of innovative and technological development of the country for achievement of strategic goals of development of national economy is emphasized. The article outlines the trends characteristic of the post-industrial mode of production and shows the features of their financing. An assessment of the dynamic efficiency of innovation-territorial clusters in various sectors of the economy has been carried out. New mechanisms for stimulating innovation and technological development at the micro and macro levels, as well as methods of state support for innovation and territorial clusters are proposed. The methodological basis of the research includes the theories of strategic management, management technologization and digitalization of business models. Comparative analysis was used as the leading method in the article, which allowed us to investigate the criteria and methods of segmentation of the largest corporations in Russia. Logical and historical research methods allowed to reveal the evolution of key criteria for segmentation of industrial companies. Using coefficient and statistical analysis, the dynamics of indicators characterizing the level of domestic industry was analyzed. Using a comparative analysis, the strengths and weaknesses of industrial companies in Russia in comparison with other countries in innovation and technological development are highlighted as the most important criterion for attracting customers to purchase and use industrial goods. The use of the structural method made it possible to identify methods and tools for segmentation of consumers in the conditions of transformation of the Russian economy in the market of industrial goods.
АннотацияЦель. Развитие подходов к стимулированию инновационно-технологического развития России на основе активизации деятельности промышленных территориальных кластеров и реализации модели открытых инноваций. Процедура и методы. Методологическая основа исследования включает теории стратегического менеджмента, технологизации управления и цифровизации бизнес-моделей, кластерного развития. В качестве ведущего метода использован сравнительный анализ, позволивший исследовать критерии, методы и модели развития инновационно-промышленных территориальных кластеров России. Логический и исторический методы исследования позволили выявить эволюцию ключевых критериев сегментации промышленных компаний. Комплексный экономический анализ позволил исследовать динамику ключевых показателей и выявить перспективные механизмы стимулирования инновационно-технологического развития России на основе интеграции науки и образования, внедрения модели открытых инноваций в деятельность кластеров. Таким образом, развитие теоретических подходов и практических навыков стимулирования деятельности промышленных территориальных кластеров способствует выполнению многоцелевой функции, направленной на решение производственных, социальных, экологических и технико-технологических задач. Теоретическая и/или практическая значимость обусловлена необходимостью активизации инновационно-технологического развития страны для достижений стратегических целей развития национальной экономики, к которым относятся увеличение доли инновационно -активных компаний до 50%, снижение уровня бедности в два раза, вхождение экономики России в пятерку ведущих держав мира к 2024 г. Результаты. Произведена оценка динамической эффективности инновационной деятельности с позиции достижения KPI регионов. Выявлены механизмы стимулирования деятельности промышленных территориальных кластеров и методы управления ими. Результаты исследования позволяют сделать следующий основной вывод: в Российской Федерации стратегическое конкурентное преимущество компаний базируется на внедрении технологических инноваций и технологизации управления, которые формируют необходимую материально-вещественную базу инновационной экономики и способствуют решению социальных задач. Для обеспечения устойчивого развития российским кластерам необходимо ориентировать свою деятельность: на первоочерёдное осуществление технологических инноваций;
