The evaluation of research outputs in the form of journal articles is important to help with monitoring performance and to allocate funds. Elsevier's Scopus and Clarivate's Web of Science (WoS) are the two main sources for identifying outputs. For non-English-speaking countries, it is especially important that most of the scientific activity evaluated is represented in the bibliometric database used. All documents published in Scopus and WoS during 2018 (6,094,079 documents) were therefore analysed and compared for their languages and research areas. The most comprehensive source for each language and research area were identified and some coverage problems have been found.
The aim of this paper is to describe a feasible way of implementing training and guidance services for empowering learning of digital competences using Spanish public libraries, in accordance with the objectives of the National plan for digital competences. To do so, we outline how new library spaces, which we call “Digital citizenship spaces,” may be configured and equipped, starting with the expansion of facilities or the renovation of existing ones thanks to the funds provided by the plan. Moreover, we present an initial formulation of the actions and services that would be performed in those spaces, the expected facilities, the material and human resources needed, and the training and support model which should sustain them. We advocate for an integrated model which, from the point of view of complementarity, is: (a) contextualized, aimed at the real needs in the everyday lives of the different target groups, (b) inclusive, paying special attention to the particular needs of groups at risk of digital exclusion, (c) participatory, being developed collaboratively with the recipients, the different government and public administration agents, the private education and technology sectors, the third sector that supports vulnerable groups, and professional associations from the field of documentation and information, and (d) aimed at lifelong learning and the creation of opportunities for social innovation, and artistic and cultural creation in the digital context. The target is to contribute to the development of full digital citizenship, considering the public library as the perfect stage for this. Resumen Se describe una posible forma de implantación de servicios de formación y asesoramiento para el aprendizaje y el uso empoderador de la competencia digital a través de las bibliotecas públicas españolas, de acuerdo con los objetivos del Plan nacional de competencias digitales. Para ello, esbozamos cómo podría configurarse y dotarse de medios un nuevo espacio de la biblioteca (a partir de la ampliación de instalaciones o de la reforma de las mismas gracias a los fondos previstos en el plan) que hemos denominado “Espacios de ciudadanía digital”. Además, se realiza una formulación inicial de las actuaciones y servicios que se llevarían a cabo en estos espacios, las posibles infraestructuras y recursos materiales y humanos necesarios, y el modelo de formación y apoyo que lo debería sustentar. Abogamos por un modelo integrado que, desde una visión de complementariedad, fuera: a) contextualizado, orientado a las necesidades reales para la vida cotidiana de los distintos grupos y colectivos destinatarios; b) inclusivo, con una atención específica a las necesidades particulares de los colectivos en riesgo de exclusión digital; c) participativo, desarrollado de forma colaborativa con las personas destinatarias y con distintos agentes de la administración y las instituciones públicas, del sector privado del ámbito tecnológico y la educación, del tercer sector que da apoyo a los grupos vulnerables, y de las asociaciones profesionales del sector de la información y la documentación; y d) orientado a la formación a lo largo de la vida y a la generación de oportunidades para la innovación social y la creación artística y cultural en el contexto digital. El fin es contribuir a la construcción de una ciudadanía digital plena, algo para lo que consideramos la biblioteca pública un lugar idóneo.
The strategies and possibilities for Spanish public libraries to proactively participate in the National plan for digital competences, approved by the Government of Spain in January 2021 are described and analyzed. The Plan is connected with the agenda España Digital 2025, as well as with the Recovery, transformation and resilience plan “España Puede”. This document, approved at the end of 2020 by the Government of Spain, defines the axes in which the European funds approved through the Next Generation EU Program should be used in response to the serious health, economic and social crisis caused by Covid-19, and represents an unprecedented opportunity to rebuild our society and make the digitization of Spain possible. In this context, an opportunity is identified for libraries to be perceived as a powerful and essential partner for the achievement of the different goals that are proposed, among which we can find basic digital literacy. For all those reasons, it is essential to have the encouragement and support of professional organizations, and that the library systems and their management and coordination bodies of the different public administrations concerned get involved and lead projects in order not to miss this opportunity of posing large-scale challenges. Resumen Se describen y valoran las estrategias y posibilidades para que las bibliotecas públicas españolas participen de forma activa en el Plan nacional de competencias digitales, aprobado por el Gobierno de España en enero de 2021. Para ello se enmarca en la agenda España Digital 2025, así como en el propio Plan de recuperación, transformación y resiliencia “España Puede”. Este último documento, aprobado a finales de 2020 por el Gobierno de España, marca los ejes en que se deberán emplear los fondos europeos aprobados a través del Programa Next Generation EU como respuesta a la grave crisis sanitaria, económica y social causada por la Covid-19, y supone una oportunidad sin precedentes para reconstruir nuestra sociedad y hacer posible una España digital. Se identifica en este contexto una posibilidad para que las bibliotecas sean percibidas como un aliado potente e imprescindible para el logro de las distintas metas que se proponen, entre las que podemos encontrar objetivos comunes como la capacitación en competencias digitales transversales básicas. Para ello, es fundamental el impulso y respaldo de las organizaciones profesionales y que los sistemas bibliotecarios y sus órganos de dirección y coordinación, de las distintas administraciones públicas, se impliquen y lideren proyectos, con el fin de no dejar pasar esta oportunidad de plantear retos a gran escala.
El fenómeno blog ha provocado una forma natural de agrupación y comunicación entre aquellos que tienen inquietudes afines. Dentro del ámbito científico ha sucedido de la misma manera, creando comunidades de especial interés en un contexto en el que los blogs se consolidan como fuente de información y herramienta complementaria a la investigación. Si bien la libertad por parte del autor a la hora de ofrecer y organizar sus contenidos puede considerarse una de las principales virtudes y factor desencadenante del éxito de los blogs, también se convierte en uno de sus principales problemas. Los blogs, sus contenidos y sus comunidades son difícilmente identificables, clasificables y cuantificables, constituyendo un todo difuso bajo la denominación de blogosfera que en algunos casos impide la puesta en valor de su contenido. Mediante este artículo se pretende identificar los blogs relacionados con la Biblioteconomía y Documentación en España, su autoría, sus contenidos y sus relaciones para clarificar si se puede realmente hablar de una Biblogsfera.
