In each country, rural areas cover the bulk of available land; however, they generally remain outside the mainstream of innovative development processes. Still, they have potential and are vital for implementing the highly valid concept of persistent and sustainable development. The idea of such growth can be implemented in many ways, and the smart development concept is one of these ways. The aim of this paper is to present the smart village concept as a means to achieve the sustainability and resilience of rural areas, relying on the analysis of basic theories of sustainable and persistent growth. The study examines and evaluates the state of the potential for the smart growth of rural areas in all regions of Poland, as well as presents the results of the empirical research on such potential in three regions of Eastern Poland. The smart growth potential of the regions in question was determined by means of 24 variables representing the following fields: management, life quality, economy, society, natural environment and mobility. It was concluded that the smart village concept can be useful in facilitating sustainable development of rural areas. Further research concerning the problem should in particular focus on strengthening the relations between rural communes with cities and towns in their close vicinity.
The COVID-19 pandemic started in late 2019 in China. and At the beginning of 2020 it spread to all countries of the world, causing damage in all aspects of economic and social lives, including the labour market. The impact of the COVID-19 pandemic on the labour market throughout its course so far has become an important topic of research in various countries, including Poland. Research is conducted in four main areas concerning: the situation of employees and employers on the labour market; unemployment and professional activity; remote work; and anti-crisis measures undertaken by the state. The paper refers to all these aspects of the labour market in Poland, in some cases against the background of other countries. Based on the source literature, the pandemic is presented from different perspectives: as a cause of the global crisis; the implications of the pandemic on the labour market; its impact on employers and employees and on the economy and society more broadly; government programmes aimed at preventing and combating the pandemic in the form of so-called anti-crisis shields and financial shields; and the spread of remote work and its effects. The paper also presents the results of its own survey research on a sample of 170 respondents, representing people active in the labour market in April 2022. The pandemic has caused disruptive, immediate and long-term effects on the labour market in Poland. The anti-crisis policy of the state mitigated quite effectively the negative economic and social effects, noticeably more so and additionally more appreciated by employers than by employees. The case of Poland, where broad anti-pandemic and anti-crisis measures were undertaken, may be partly applicable to other, mainly European, countries. Further research on the crisis resulting from the COVID-19 pandemic in different aspects of socio-economic areas in national and international economies are recommended. The pandemic, in causing a general economic crisis, has left a permanent mark on the labour market in Poland, which will be structurally important for its functioning in the future.
Peripheral regions exist in most European countries, and in the countries of the European Union they have been supported for many years by the Community’s Cohesion Policy, which aims at reducing development disparities between the Member States and regions within individual countries. In Poland, five out of sixteen voivodeships in the country are considered to be peripheral regions. They are located on Poland’s eastern border, which is also the eastern border of the European Union. Support programmes for these regions have attained the status of separate operational programmes, focusing on generating convergence effects, which can be achieved by increasing the level of innovation and implementing intelligent ways of operating the economy. The aim of this paper is to demonstrate the essence of peripherality and the innovative-development potential of peripheral regions in Poland, as well as the potential of smart rural development. The paper is based on an analysis of research results drawn from the literature on the subject, as well as from official information and statistics. Own research on the smart village concept in three regions of Eastern Poland was also used. This research showed a reduction in disproportions in the development of regions in Poland, and a link between the level of innovation and the economic growth of the regions, which occurred with a certain lag in relation to the transfer of innovation.
SummarySubject and purpose of work: The subject of the analysis is the concept of rural development in the European Union countries and its connection with the evolution of the common agricultural policy and the transformation of the cohesion policy. The aim of the study is to discover and assess the scale and method of supporting the rural development in the European Union countries through common agricultural policy and to present the underlying theoretical-cognitive and political-practical premises for shaping rural development strategies.Materials and methods: The official documents and subject literature are submitted for critical analysis and evaluation by authors.Results: This paper presents methods of defining and classifying rural areas and rural development through common agricultural policy and cohesion policy. It specifically outlines the concepts of multi-functional and intelligent development linked to the Europe 2020 strategy and the Cork political declarations. The new concept of smart villages and rural-urban partnership is also presented.Conclusion: The processes of rural policy separation and the need for creating national methods of the coordination of community policies and the use of European funds are indicated.
The subject of this research are small and medium enterprises (SME) in the Polish economy, the support of this sector by local government and the functioning of small and medium enterprises in the local system of the town and commune of Pułtusk. The aim of this study is to present the condition and the role of SME in the local systems in light of the selected features of this sector in the country and evaluation of support for SME given by local government of the town and the commune. The case study research methods applied were literature research, documentation review and survey-based research using questionnaire. The survey was conducted in spring, 2014, on a random sample. The research resulted in learning the profile of a local entrepreneurs and the action characteristics of SME in the examined unit. The diagnosis of the sector’s situation was made, the stimulating and limiting factors of its prosperity were identified. The SME support system of local government and the entrepreneurs’ expectations towards commune government in the field of development of local enterprises were evaluated. The results and conclusions confirm the need for development of local government activity in formulating and implementation of the development of local enterprises policy.
