The paper examines the transfer and operation of the UK Groundwork (GW) model in Japan and sets out the development of GW in the UK since the early 1980s.
This chapter examines the complexities that exist within large-scale, mixed-use development projects through the example of the newly developed Waterfront City of Odaiba in Tokyo, Japan. It highlights tensions between the development of tourism facilities and provision for local residents. The need for more integrated approaches to planning is suggested. This process needs the more active involvement of the leisure and tourism industry in urban regeneration deliberations and a better understanding of the impacts of unbalanced leisure uses on the part of other local and national actors.
