Sakarya’da elde edilen zaferin ardından Fransa ile Ankara Hükûmeti arasında 20 Ekim 1921’de imzalanan Ankara Anlaşması; Çukurova bölgesinin (Kilikya) tahliyesini sağlamış, Türkiye-Suriye sınırını çizmiş ve azınlık haklarını belirlemiştir. Siyaseten bu önemli gelişme “Şark Sulhu” adı altında Yakın Doğu’ya huzur ve istikrar sağlamak için İtilaf Devletlerini de bir araya getirmiştir. Ankara Anlaşması bir taraftan Anadolu’da Türk-Fransız mücadelesini sona erdirmiş bir taraftan da Türk-Yunan ilişkilerini yeni bir evreye itmiştir. Nitekim Sakarya mağlubiyetinin ardından Yunanistan Başbakanı Gounaris’in Londra ziyareti, İngiliz Dışişleri Bakanı Lord Curzon’u Şark Sulhu’nu sağlamak adına harekete geçirmiştir. Şark Sulhu’nun sağlamak amacıyla Lord Curzon, İngiliz Hükûmeti adına arabuluculuk adımını atarak diğer müttefiklerine bu konuda nota göndermiştir. Bu çalışmada, Şark Sulhu’na konu olan birçok mesele (İngiltere’nin İzmir’de alternatif bir hükûmet ile Boğazlar çevresinde tarafsız bir bölge kurma, Türklerin yerel bir jandarma teşkilatı oluşturması, Yunan kuvvetlerinin Küçük Asya’dan çekilmesi, Doğu Trakya sınırı, Ermeni meselesi, azınlık hakları vb.) İngiliz Kabine Belgeleri’nin yanı sıra Hâkimiyet-i Milliye gazetesi, TBMM Zabıtları ve tetkik eserler üzerinden ele alınmıştır. Sonuçta, İngiltere’nin barış söylemini sürekli gündemde tutarak bir taraftan mağlup Yunanlılara zaman kazandırmak diğer taraftan da Ankara Hükûmeti’ni barış propagandasıyla rehavete düşürmek amacıyla hareket ettiği ve buna karşın barıştan yana tavır alan Türk kamuoyunun ise barış söyleminde çok da fazla beklentiye girmediği anlaşılmaktadır.
Bu çalışma, İkinci Dünya Savaşı'nın sonuna doğru, Sovyet Rusya'nın Dışişleri Bakanı Molotov'un, Türkiye'nin Sovyet Büyükelçisi Selim Sarper'i makamında davet ederek kendisine savaş sırasında meydana gelen köklü değişikler nedeniyle Sovyet hükümetinin Aralık 1925 Dostluk ve Tarafsızlık Antlaşması'nın süresini uzatmayacağını ve feshini bildirdiği notaya odaklanmaktadır. Bu odaklanmayla birlikte çalışma, Mart Sovyet Notası ile başlayan ve Haziran Sovyet Notası ile devam eden dönemde, Türkiye'nin dış ilişkilerine yönelik politika değişimlerinin kamuoyuna sunumunun tespitini amaçlamaktadır. Bu amaç kapsamında, Milli Kütüphane Süreli Yayınlar Şubesi'nde, belge tarama metoduyla dönemin ulusal basınında yer alan haberlerin ve özellikle de başyazarların değerlendirmeleri üzerinden elde edilen bilgilerle sürecin işleyişi aktarılmaktadır. Sonuçta anlaşılmaktadır ki, Mart Sovyet Notası ile başlayan döneme ilişkin herhangi bir değerlendirme yapmayan Türk basını, Türkiye'nin nisan başında Sovyet notasına cevap vermesinden hemen sonra, Türk-Sovyet dostluğunu ortaya koymak suretiyle, antlaşmanın tadil edilmesine yönelik olumlu bir bakış açısı sergilemeye başlamıştır. Ancak, Haziran Sovyet Notası ve Londra radyosunun, Sovyetlerin Türkiye'ye yönelik toprak talebini açıkça ortaya sermesinden sonra ise Türk basınında var olan iyimser havanın bu kez kaybolduğu görülmektedir. Nitekim ilgili süreçte başyazarlar, Sovyetlere karşı eleştirel yazılar kaleme almışlardır. İlaveten mezkûr dönemde, Moskova radyosunun, Türkiye'deki gazeteleri faşistlikle suçlamasının ardından, bu kez yazarlar arasında bir de faşistlik tartışmasının başladığı tespit edilmiştir. Çalışma, Türk-Sovyet ilişkisine ait özel bir devre dair ulusal basının, nasıl hareket ettiğini anlatmasıyla alan yazında benzerlerinden ayrılan bir özgünlüğü barındırmaktadır.
TBMM Hükümeti’nin Sakarya’da Yunanlılara karşı elde ettiği zafer sonrasında İngiltere, Küçük Asya’da (Asia Minor) barışı sağlamak adına bir takım girişimlerde bulunmuştur. Bu girişimlerin biri de 1922 Mart’ında Müttefik Devletler Dışişleri Bakanlarının Paris’te bir araya geldiği konferanstır. Şark’ta sulhun sağlanması için Yunanistan’dan kendi çıkarlarını Müttefiklerin ellerine bırakma sözü alan İngiliz Dışişleri Bakanı Lord Curzon; İngiltere’nin Boğazlar, Orta Doğu ve Hindistan üzerindeki çıkarlarını da düşünerek Müttefiklerin barış konusunda ortak bir karara varmalarına çalışmıştır. Böylece İngiltere; hem Boğazların kontrolünü sağlamak, Bolşevik Rusya’nın batıya ve güneye yayılma ihtimalini frenlemek, TBMM Hükümeti’nin Bolşeviklerle olan yakınlığının boyutunu öğrenmek hem de Hint-İslam kamuoyunun tepkisini yatıştırarak Orta ve Uzak Doğu’da yankılanan huzursuzluğu gidermek istemiştir. Barıştan yana tavrını gizlemeyen TBMM Hükümeti de Dışişleri Bakanını Avrupa başkentlerine göndererek temaslarda bulunmasını sağlamıştır. Ancak Paris Konferansı kararları önce mütareke sonra ateşkes üzerine planlandığından Mondros Mütarekesi tecrübesini yakın zamanda yaşamış bir millet nazarında bu kararlar şüpheyle karşılanmıştır. TBMM Hükümeti önce tahliye sonra sulh müzakereleri biçiminde niyetini ortaya koysa da karşılıklı notalar etrafında devam eden süreçte sulh hep söylemde kalmıştır. Bu çalışmada, İngiltere’nin dilinden düşürmediği Anadolu barışına dair tutumu; İngiltere Kabine Belgeleri, Avam Kamarası ve Türkiye Büyük Millet Meclisi Zabıtları üzerinden aktarılmaya çalışılmıştır.
Öz Bu çalışma, İkinci Dünya Savaşı'nın grupları Müttefik ve Mihver arasında başlatılan esir değişimi müzakereleri kapsamında özellikle Doğu Afrika'da yaralanan ve esir düşenlerle, fiziksel veya akıl sağlığını yitirenlerin, kendi ülkelerine dönmeleri maksadıyla gerçekleştirilen esir değişimlerine odaklanmaktadır. Bu odaklanma neticesinde çalışma, mezkûr dönemde Türkiye'nin Cenevre Sözleşmesi uyarınca, savaşın tarafsız devleti sıfatı ile kendi sularında gerçekleşmesine müsaade ettiği 1942 ve 1943 yıllarının muhtelif tarihlerinde yapılan 5 adet esir değişim programlamalarının kamuoyuna sunumunun tespitini amaçlamaktadır. Bu amaç doğrultusunda, belge tarama metoduyla, dönemin basınında esir değişimine ilişkin çıkan haberlerde yer alan demeçler, değerlendirmeler, yorumlar ve devlet arşivlerinden ulaşılan belgeler üzerinden elde edilen bilgilerle, sürecin işleyişi aktarılmaktadır. Sonuçta anlaşılmaktadır ki, İngiliz ve İtalyan esirlerinin kendi ülkelerine dönmelerinde inisiyatif alan Türkiye, Kızılay Cemiyeti'nin İzmir ve Mersin Limanlarında esirlere sergilediği insani yardım faaliyetleri vasıtasıyla, hem kendisine yönelik bir takdirin kazanılmasını sağlanmış hem de meselenin uluslararası boyuta taşınmasında katkı sunmuştur. Çalışma esir değişimini dönemin basını üzerinden anlatmasıyla alan yazında benzerlerinden ayrılan bir özgünlüğü barındırmaktadır.
