Resumo Este artigo pretende dar uma contribuição à literatura empírica sobre os determinantes dos fl uxos de capitais de natureza fi nanceira direcionados aos países em desenvolvimento por meio de um modelo econométrico de dados em painel com a utilização do Método dos Momentos Generalizados-Sistema (MMG-S). Os resultados obtidos AbstractThis article aims to contribute to the empirical literature on the determinants of fi nancial capital fl ows to developing countries using an econometric panel data model with Generalized Method of Moments-System (GMM-S). As in former studies, the results showed the predominance of external factors over internal ones in determining capital fl ows. It is noteworthy the CBOE VIX volatility indicator, which showed signifi cant and with the expected sign on the eleven tested equations. According to the postKeynesian perspective adopted in this paper, this indicator could be interpreted as an indicator of the liquidity preference of private agents. In tests relating to dummy for the years of crisis with the internal variables, the variables reservations about the external debt and current account defi cit over GDP were statistically signifi cant, with the fi rst attenuated, while the second emphasized the impact of crisis.Keywords international monetary and fi nancial system; capital fl ows; developing countries; panel data model; GMM-S. O objetivo do presente artigo é analisar a eficácia das políticas monetárias não convencionais (PMNC) adotadas nos EUA após a crise de 2008, considerando sua capacidade de criar condições acomodatícias nos mercados financeiros e promover o emprego, sem prejudicar a estabilidade de preços. A hipótese a ser testada é de que em uma situação de alta instabilidade e baixas taxas de juros, os instrumentos não convencionais se mostraram eficazes diante dos objetivos propostos. Foram empregados testes de causalidade de Granger para avaliar a relação entre os instrumentos de PMNC e os objetivos intermediários e finais de política monetária. Os resultados indicam que os instrumentos não convencionais se mostraram mais influentes que os convencionais (especialmente a taxa básica de juros) sobre as variáveis que representam os resultados de política monetária, o que corrobora a necessidade do uso de PMNC. Ademais, sugerem que o Fed logrou estabilizar o sistema financeiro nos momentos de maior instabilidade e manter condições acomodatícias nos mercados, criando um ambiente propício à retomada econômica.
Resumo A autonomia de política econômica dos países no sistema monetário internacional (SMI) foi uma preocupação fundamental de Keynes nos acordos que deram origem ao regime de Bretton Woods e ainda é objeto de grande interesse na economia internacional. Neste artigo é feita uma análise entre a autonomia de política econômica e um dos componentes do SMI, a divisa-chave. Mais especificamente, buscou-se analisar dois elementos relacionados à divisa-chave, quais sejam, a elasticidade do sistema e a liquidez internacional. É defendido aqui que em um sistema mais elástico, em que a liquidez internacional não seja restringida, seria possível reduzir a assimetria entre os países de moeda conversível e inconversível. Para isso é fundamental que tais variáveis (elasticidade e liquidez) sejam passíveis de serem administradas por instituições internacionais ou por mecanismos de cooperação. Ademais, tratou-se das implicações políticas advindas de sistemas em que os países tenham maior ou menor autonomia.
