This paper is the result of a nationwide study of polling place dynamics in the 2016 presidential election. Research teams, recruited from local colleges and universities and located in twenty-eight election jurisdictions across the United States, observed and timed voters as they entered the queue at their respective polling places and then voted. We report results about four specific polling place operations and practices: the length of the check-in line, the number of voters leaving the check-in line once they have joined it, the time for a voter to check in to vote (i.e., verify voter’s identification and obtain a ballot), and the time to complete a ballot. Long lines, waiting times, and times to vote are closely related to time of day (mornings are busiest for polling places). We found the recent adoption of photographic voter identification (ID) requirements to have a disparate effect on the time to check in among white and nonwhite polling places. In majority-white polling places, scanning a voter’s driver’s license speeds up the check-in process. In majority nonwhite polling locations, the effect of strict voter ID requirements increases time to check in, albeit modestly.
Is the media biased against conservatives? Although a dominant majority of journalists identify as liberals/Democrats and many Americans and public officials frequently decry supposedly high and increasing levels of media bias, little compelling evidence exists as to (i) the ideological or partisan leanings of the many journalists who fail to answer surveys and/or identify as independents and (ii) whether journalists’ political leanings bleed into the choice of which stories to cover that Americans ultimately consume. Using a unique combination of a large-scale survey of political journalists, data from journalists’ Twitter networks, election returns, a large-scale correspondence experiment, and a conjoint survey experiment, we show definitively that the media exhibits no bias against conservatives (or liberals for that matter) in what news that they choose to cover. This shows that journalists’ individual ideological leanings have unexpectedly little effect on the vitally important, but, up to this point, unexplored, early stage of political news generation.
Employee recalcitrance and employer reprisal are ever-present conditions in public service. Yet we have limited knowledge of the forces that move administrators away from acquiescence and toward antagonism. The authors follow the theoretical thrust of behavioral public administration to better understand administrative behavior by targeting the determinants of guerrilla government actions. They do so by presenting the results of a conjoint experiment embedded in a survey of federal bureaucrats. Findings show that decisions to pursue guerrilla activities are conditional on a multitude of factors-namely, the bureaucrat's personal views of the directive as a policy solution, the compatibility of the directive with the bureaucrat's ethical framework, the status of the person issuing the directive, and the probability that the directive might cause harm to others. Notably, these decisions generally are not affected by the probability of retribution or the expected type thereof. However, they are affected by the magnitude of harm that may ensue if orders are obeyed and not resisted.
