Résumé Dans cet entretien, Andrew Abbott revient sur sa trajectoire intellectuelle et personnelle. Parcourant plus de quatre décennies de recherche et d’enseignement, il aborde plusieurs thèmes qui ont été centraux dans son travail. Il évoque en particulier sa critique du positivisme, formulée dans les années 1980 et qui lui a permis d’interroger les méthodes des sciences sociales, les formes de savoir qu’elles autorisent, et l’inconscient épistémologique de la sociologie étatsunienne. L’entretien est surtout l’occasion pour lui d’évoquer en détail sa théorie processuelle du monde social en cours d’élaboration. Abbott en explicite les fondements et la positionne par rapport à différents auteurs contemporains ou passés.
This chapter focuses on the role of state expertise and public commissions, which are dominated by senior civil servants and state-close policy experts, in the elaboration of policy analysis-based reform proposals. Two kinds of organisations are taken into account: permanent commissions or institutes and ad hoc commissions created for the purpose of a specific reform in a particular context. Until the 1990s, the Commissariat General au Plan was the main permanent commission that produced policy analysis and reform proposals aimed at long-term goals. Over the last 20 years, new, more specialized councils or commissions have been created in order to promote structural analysis and change in different policy fields. This is especially the case for social policies. Since the late 1990s, governments have created new institutions charged with deliberating assessments of and possible reform orientations for pensions, healthcare, family policy and care for example. The aim of this chapter is to analyze this shift in governance structure within the French welfare system and the new role played by these conseils.
Résumé Cet article s’appuie sur l’observation ethnographique du séminaire général d’un conseil d’expertise gouvernemental consacré aux théories de la justice sociale du philosophe étasunien John Rawls et du prix Nobel d’économie Amartya Sen. Au sein de ce lieu neutre, qui réunit des membres des différentes fractions de l’élite administrative, politique et universitaire, se joue toute une série de luttes juridictionnelles. Si les oppositions se déduisent assez fidèlement des différences de corps et de disciplines des participants, le contenu de leurs prises de position résulte de la carrière spécifique épousée par les « théories de la justice » en France, qui offre un legs d’interprétations concurrentes dont il est possible de se saisir.
