This paper proposes a methodology for managing complex sewerage networks based on the concomitant use of two performance evaluation methods namely (1): the Failure Modes, Effects and Criticality Analysis (FMECA) and (2) the Analytical Hierarchy Process (AHP). The FMECA is used to determine the risks of structural failures making it possible to establish a methodology for managing these failures. The AHP is used to check the relationship consistency between the performance indicators allowing the determination of the overall performance (OP). This proposed methodology was also utilized for the urban sewerage network of Oued-Kniss in the city of Algiers, Algeria, as part of the efforts engaged for sustainable and efficient management.
Une méthodologie multicritère d'évaluation de la performance du fonctionnement des systèmes d'assainissement (SA) urbains est présentée dans cet article. Elle passe par la quantification d'indicateurs choisis et définis en fonction de l'objectif visé et des données disponibles et est basée sur une agrégation multicritère. La performance globale du SA a été évaluée -sur un cas réel -en utilisant la méthode AHP pour l'agrégation complète et la pondération des critères et des indicateurs de performance (IP). Dans le but de rechercher une méthode de pondération fiable automatisable, une autre méthode de pondération des IP, basée sur la valeur brute de l'indicateur, a été utilisée. En plus des résultats spécifiques obtenus pour le cas étudié, l'étude montre l'intérêt de compléter l'information manquante par l'utilisation de ratios spécifiques, les limites de la méthode AHP dans l'analyse globale de la performance basée sur la pondération des IP, et enfin, l'intérêt du calcul automatique de la moyenne pondérée des IP sur la base de leurs valeurs brutes.
ABSTRACT. A multicriteria methodology for assessing the functional performance of urban Sewer Systems (SS) is presented. It passes through the quantification of the selected indicators and defined according to the objective and the available data and is based on a multicriteria aggregation.The global performance of the system was evaluated -on a real case -by using AHP method. And in order to find a reliable method to be automated, an other method of performance indicators weighting, based on the gross value of the indicator, was used. In addition to specific results obtained for the studied case, the study shows the interest of completing the missing information by using specific ratios, the limits of the AHP method in the overall analysis of the performance based on weighting of performance indicators, and finally, the interest of automatic calculation of the weighted average of PI on the basis of their gross values. The FMEA (Failure Modes and Effects Analysis) was used for management of failure risks of the sewerage system of Algiers. It’s based on a multi criteria analysis of failures risks of principal structures, their effects and their criticality. The implementation of criteria is based on the knowledge gained in previous phases of investigations. A criticality index "Ic" has been estimated to highlight the most sensitive structures to previously identified risks. This index is calculated based on three parameters: a "risk", a "severity", and a "detectability period" of the failure. Multi criteria analysis was performed to select and rank the criteria on the basis of scores assigned to each of them (from 0 to 7 according to the defined performance states). Four performance classes were defined according to the values of Ic. Classification scale and graphs representing criticality indices were established. A case study is presented. The results highlight the "black points" of the sewerage system. The most sensitive structures have been identified and the targeted interventions in the medium and long terms have been proposed. The weak points of FMEA were also highlighted.
