El presente estudio se centra en el impacto de las variables políticas sobre el comportamiento fiscal de los municipios bonaerenses entre 1992 y 2007, a través de dos modelos de datos en panel que utilizan como variable dependiente al gasto y al resultado primario. Los resultados obtenidos confirman que los factores políticos son esenciales para entender el comportamiento fiscal de las administraciones municipales. Se encontró que la alternancia de partidos políticos al frente de la municipalidad actúa como disciplinador del gasto, mejorando el resultado fiscal, mientras que el apoyo electoral y la afinidad ideológica entre intendentes y gobernador permiten incrementar el gasto sin incurrir en déficit. En tanto, las transferencias reducen el esfuerzo fiscal de los municipios. Además, los intendentes reelectos tienen una mejor performance fiscal que en el primer mandato, aunque todos incrementan el gasto y caen en déficits con mayor facilidad en años electorales. De esta manera, este trabajo intenta ahondar en el camino para comprender el comportamiento del déficit y el gasto público como una cuestión de economía política.
