AbstractThe implementation of integrated water resources management (IWRM) processes ensures a coordinated development of water resources and other associated resources. In the case of the management of flooded areas, different interactions and conflicts between the inhabitants living in nearby places or their dwellings are manifested, and the structural actions and the non-structural measures, executed mainly by state estates. In this context, the riverbank line materializes the boundary between private property and the public water domain; and, the definition of zones of water risk, allows to regulate the occupations of the spaces, delimiting zones with different levels of protection, in order to mitigate the impacts of the floods. In the Quemquemtreu river, In the El Bolsón town, in the middle basin of Quemquemtreu river, mountainous area located in the southwest of the Rio Negro province, Argentina, the manifest contrast between urban development and areas of water risk has long led to the degrading the relations of the society with that watercourse, generating conflicts between settlements in areas with high water risk and the execution of works of protection against floods, which in turn generate a sense of fictitious security. In this context, guidelines are developed for the applicat...
