Resumen. El presente artículo se propone indagar en los órdenes normativos, círculos de sociabilidad y dispositivos institucionales a los cuales los actores apelaban para interactuar económica y comercialmente en Buenos Aires durante la primera mitad del siglo xvii. Recurriendo al endeudamiento interpersonal como observatorio, se avanzará en la comprensión de la práctica consistente en formalizar legalmente, ante el escribano, las obligaciones derivadas de las deudas. Mediante este abordaje se intentará indagar en el peso que las redes de parentesco detentaron como uno de los órdenes normativos e institucionales posibles para la interacción económica del temprano Río de la Plata.Palabras clave: círculos de sociabilidad, instituciones, redes, crédito.Abstract. This article aims to investigate the normative orders, sociability circles and institutional arrangements that actors used for their economic and commercial interaction during the first half of the 17th century in Buenos Aires. By studying interpersonal borrowing as observatory, we will advance in understanding the practice of registering the debts with the notary. Through this approach we will try to investigate the actual weight of the interpersonal networks as one of the institutional and normative contexts available for economic interaction in the early Rio de la Plata.
La gestión de las erogaciones del Real Situado en una Caja receptora, como la de Buenos Aires, permite comprender las prioridades en la adjudicación de los recursos, pero también explica el modo en que eran dispensados y los mecanismos con que se desplegaba el financiamiento de los gastos implicados en la defensa. Considerando que el ramo del Situado representaba el rubro fiscal con mayor peso en la tesorería local, los mecanismos articulados por la Real hacienda borbónica para financiar los gastos implicados en suministros militares constituyen un observatorio clave para identificar cómo era gobernado y administrado el Erario imperial, en la escala local, durante una coyuntura crítica para el gobierno de la monarquía española: las reconfiguraciones en la defensa y en la Hacienda real después de la Guerra de los Siete Años.
The South American Funds National Exchequer was established in 1818 to contribute to the consolidation of the public debt of Buenos Aires. It was the first financial innovation since the revolutionary outbreak in Buenos Aires, and its failure allowed the authorities to understand the limits of the fiscal and financial commitment they proposed by means of that institution. Its suppression, in 1821, offered an antecedent to develop a deep reform of the financial institutional matrix of Buenos Aires, based on the Public Credit office, the Amortization Exchequer and the Bank of Buenos Aires. The South American Funds National Exchequer was, thus, the first movement in the negotiation on the terms of the financial commitment assumed by the nascent State. This paper analyzes the 973 accounting entries of the institution, providing an interpretation of that failure and its importance for the course of public finances in Buenos Aires.
