The objective of this paper is to investigate the respective influence of various urban pattern characteristics on inundation flow. A set of 2000 synthetic urban patterns were generated using an urban procedural model providing locations and shapes of streets and buildings over a square domain of 1×1km. Steady two-dimensional hydraulic computations were performed over the 2000 urban patterns with identical hydraulic boundary conditions. To run such a large amount of simulations, the computational efficiency of the hydraulic model was improved by using an anisotropic porosity model. This model computes on relatively coarse computational cells, but preserves information from the detailed topographic data through porosity parameters. Relationships between urban characteristics and the computed inundation water depths have been based on multiple linear regressions. Finally, a simple mechanistic model based on two district-scale porosity parameters, combining several urban characteristics, is shown to capture satisfactorily the influence of urban characteristics on inundation water depths. The findings of this study give guidelines for more flood-resilient urban planning.

Abstract. Flood risk in urbanized areas raises increasing concerns as a result of demographic and climate changes. Hydraulic modelling is a key component of urban flood risk analysis; yet, detailed validation data are still lacking for comprehensively validating hydraulic modelling of inundation flow in urbanized floodplains. In this study, we present an experimental model of inundation flow in a typical European urban district and we compare the experimental observations with predictions by a 2-D shallow-water numerical model. The experimental set-up is 5 m  ×  5 m and involves seven streets in each direction, leading to 49 intersections. For a wide range of inflow discharges, the partition of the measured outflow discharges at the different street outlets was found to remain virtually constant. The observations also suggest that the street widths have a significant influence on the discharge partition between the different streets' outlets. The profiles of water depths along the streets are mainly influenced by the complex flow processes at the intersections, while bottom roughness plays a small part. The numerical model reproduces most of the observed flow features satisfactorily. Using a turbulence model was shown to modify the length of the recirculations in the streets, but not to alter significantly the discharge partition. The main limitation of the numerical model results from the Cartesian grid used, which can be overcome by using a porosity-based formulation of the shallow-water equations. The upscaling of the experimental observations to the field is also discussed.

Aside from modeling geometric shape, three-dimensional (3D) urban procedural modeling has shown its value in understanding, predicting and/or controlling effects of shape on design and urban planning. In this paper, instead of the construction of flood resistant measures, we create a procedural generation system for designing urban layouts that passively reduce water depth during a flooding scenario. Our tool enables exploring designs that passively lower flood depth everywhere or mostly in chosen key areas. Our approach tightly integrates a hydraulic model and a parameterized urban generation system with an optimization engine so as to find the least cost modification to an initial urban layout design. Further, due to the computational cost of a fluid simulation, we train neural networks to assist with accelerating the design process. We have applied our system to several real-world locations and have obtained improved 3D urban models in just a few seconds.

Abstract. According to available climate change scenarios for Belgium, drier summers and wetter winters are expected. In this study, we focus on two multi-purpose reservoirs located in the Vesdre catchment, which is part of the Meuse basin. The current operation rules of the reservoirs are first analysed. Next, the impacts of two climate change scenarios are assessed and enhanced operation rules are proposed to mitigate these impacts. For this purpose, an integrated model of the catchment was used. It includes a hydrological model, one-dimensional and two-dimensional hydraulic models of the river and its main tributaries, a model of the reservoir system and a flood damage model. Five performance indicators of the reservoir system have been defined, reflecting its ability to provide sufficient drinking water, to control floods, to produce hydropower and to reduce low-flow conditions. As shown by the results, enhanced operation rules may improve the drinking water potential and the low-flow augmentation while the existing operation rules are efficient for flood control and for hydropower production.
