Otorgar autonomía política a los gobiernos no basta para asegurar o mejorar los servicios públicos, así lo muestra el análisis teórico de la presente investigación. Es necesario considerar la descentralización desde otros enfoques, porque sólo así se abren espacios para establecer relaciones francas, y tomar decisiones conjuntas entre Estado y sociedad para lograr las metas. Por tanto, el objetivo aquí es analizar la importancia del concepto descentralización y sus implicaciones, a partir de las políticas públicas y relaciones intergubernamentales. La descentralización constituye la oportunidad para que las administraciones locales diseñen políticas públicas acordes a las necesidades reales de sus regiones, y para que establezcan relaciones coordinadas entre los diversos ámbitos de gobierno. La investigación se realizó de 2003 a junio de 2006 en el estado de Baja California.
El presente artículo es producto de una investigación cuyo objetivo consistió en analizar las medidas de atención psicosocial implementadas en albergues religiosos para la atención de las emociones del migrante. Las teorías utilizadas fueron la Teoría de Redes migratorias, Embodiment y la pirámide de atención psicosocial. Acabada la investigación, se puede concluir que la realidad es que cualquier lugar puede desencadenar una vivencia religiosa, sin importar si hay un servicio religioso o no, pero es evidente que algunos lugares tienen mayor capacidad para despertar sentimientos religiosos que otros, en el caso de esta investigación, el albergue Embajadores de Jesús tomo el Sars-Cov19 como una vía para despertar sentimientos religiosos en las mujeres migrantes y la búsqueda de su salud a través de la sanidad espiritual.
San Diego and Tijuana configure two big cities that have faced each other across the international boundary between United States and Mexico for over 180 years. Within this context, the relationship emerging at the border can be characterized under different categories of individual, social, economic, and political situations connecting each side. Additionally, in recent years, the literature on cross-border conflicts has extensively focused on volunteers as informal agents helping children and other groups of population, but relatively little research has addressed the practical and managerial work and implications of the volunteers themselves. As actors of crossborder communities, volunteers play a relevant role in effective short-term migrants' settlement, but it is also observed that the profile of volunteers in religious organizations differs from those belonging to non-profit institutions. Grounded on the theories of Planned Behavior and Reasoned Action suggesting that intentions to cooperate with non-government institutions are influenced directly by attitudinal values and indirectly by their beliefs related to social conflicts, this paper analyzes the nature of volunteer commitment in religious and non-profit organizations (NPOs) providing information about managerial practices for newly arrived migrants. The main purpose of this study is to investigate the relevance of volunteer commitment as an instrument for managing cross-border conflicts in the particular context of San Diego and Tijuana Area. Based on research using interview data collected from beneficiaries by volunteers, institutional representatives, and documentary references, this manuscript highlights a psychological and individual-centric perspective of volunteer commitment, but it also explores a collective communicative action expanding the range of relevant voices in decisions about volunteering. Este trabajo discute la forma en que se visualiza ladesigualdad de género en los procesos de desarrolloen el Ejido Luis Encinas Johnson localizado dentrodel municipio de San Luis Río Colorado Sonora,en la parte sureste del Valle Agrícola de Mexicali,área natural protegida caracterizada por políticaspúblicas en contradicción, una de conservación yotra de desarrollo humano. Se reflexiona sobre losimpactos sociales, económicos y ambientales que lazona de estudio ha presentado como consecuenciade su declaración como área natural protegida, reconocimientoque vino a transformar la visión de laspolíticas públicas de conservación y el papel quedeben cumplir los ejidatarios que viven en ella, especialmentelas mujeres cabeza de familia, que sesienten excluidas por los programas públicos queallí se desarrollan por su condición de mujeres.
El trabajo explora cómo el Programa de Comedores Comunitarios, integrante de un amplio esfuerzo para combatir la pobreza alimentaria en México, no está midiendo el impacto de los alimentos en los beneficiarios, sólo se sabe sobre la cobertura del programa. La investigación a través de metodología mixta (cualitativa y cuantitativa), entrevistas y encuestas, demostró que es casi nula la relación de las autoridades con los beneficiarios, no hay seguimiento de su salud y nutrición pues los indicadores previamente diseñados no lo contemplan. Esto se debe a una inadecuada aplicación de la Metodología del Marco Lógico que propone una relación estrecha entre autoridades y población objetivo, enmarcada por las propuestas de la Nueva Gestión Pública que empujan a los gobiernos a maximizar su eficiencia, su eficacia y desarrollar sistemas de medición de resultados.
