ResumenAunque los gobiernos y los organismos internacionales desde la década de los noventa han reconocido la necesidad de integrar la perspectiva de género a las políticas de desarrollo, las políticas sociales no han sido capaces de encontrar una solución que tenga impacto real en la calidad de vida de las mujeres. Este artículo analiza la evolución de los programas de combate a la pobreza implementados en México que declaran haber integrado la perspectiva de género en su diseño. El objetivo es analizar hasta qué grado estos programas han sido capaces de impulsar el empoderamiento de las mujeres. Para el análisis, retomamos los conceptos de intereses estratégicos y necesidades básicas (Young, 1998); así como diferentes niveles de poder (Rowland, 1998). Estos programas hacen imposible el empoderamiento de las mujeres, ya que aunque promueven cierto grado de independencia económica en las mujeres, reproducen y refuerzan los estereotipos y roles tradicionales de género, de manera que -en última instancia-tienen impacto negativo en el bienestar de las mujeres. This article analyzes how financing rules in civil society organizations affect their ability to promote development. The hypothesis proposes that there is a contradiction between the expectations of social innovation, and rules of competition for resources that respond to the efficiency and control paradigms. As a result, Civil Society Organizations have a limited ability to promote projects with a long‐term effect, and civil society’s autonomy is undermined. This study is based on a phenomenological approach and was carried out using semi‐structured interviews with nine organizations working in Mexico.
El artículo analiza el impacto de las políticas sociales focalizadas en la distribución de los bienes primarios materiales (ingreso y riqueza) y simbólicos (bases sociales de respeto a sí mismo). Recupera los aportes de Esping-Andersen, así como los estudios realizados en Estados Unidos sobre el apoyo a programas focalizados. La tesis es que las políticas focalizadas, aunque impactan positivamente en la distribución justa de bienes materiales, minan las bases sociales de respeto a sí mismo.
Las teorias recientes de la gobernanza consideran la participacion ciudadana como elemento indispensable para un buen gobierno. Sin embargo, pocos estudios todavia se centran en la calidad y eficiencia de esta, al mismo tiempo que no faltan pruebas del efecto desestabilizador que la sociedad civil puede tener sobre el gobierno. El objetivo de este trabajo es proponer una delimitacion teorica entre el concepto de ciudadania y de sociedad civil. Dada la complejidad del tema, el analisis retoma los nucleos semanticos de ambos conceptos, sin considerar todos los significados acumulados a traves de la evolucion historica de los campos de estudio. La metodologia consistio en el analisis en documentos que permitieron reflexionar sobre los espacios teoricos compartidos/exclusivos de estos conceptos-, este trabajo se limita a dos ejes: los derechos y la participacion. Se retoman las conceptualizaciones de la ciudadania que aspiran a incorporar el pluralismo como parte constitutiva del concepto, al mismo tiempo que enfatizan la dimension de participacion sobre el disfrute de derechos, principalmente las reflexiones de Julrgen Habermas sobre la opinion publica y la propuesta de la ciudadania plural de Michael Walter. Se concluye que es necesario el uso mas restringido de estos conceptos, dado que homologarlos no ofrece solucion real a los problemas que inspiraron el acercamiento teorico, y particularmente, no logran revitalizar la ciudadania activa como la capacidad de influir sobre el sistema politico y el proceso de conformacion del marco legal vigente.
La personalización de la política es vista frecuentemente como un peligro para las instituciones políticas democráticas. Este artículo plantea una visión alternativa, partiendo del análisis de un caso: la campaña electoral en Comonfort, uno de los municipios rurales en Guanajuato, México. Inicia con la revisión del marco conceptual sobre la personalización de la política, para presentar después el contexto histórico y actual de México, mismo que explica el temor a la personalización como estrategia propia de líderes autoritarios. Después, aplicando el enfoque fenomenológico, analiza el caso de la campaña de Alberto Méndez, un candidato independiente a la presidencia municipal, demostrando que la personalización puede tener impacto positivo en las instituciones democráticas, reconstruyendo la confianza en las instituciones y el compromiso ciudadano con la política.
