The article focuses on the translation and interpreting policy in the legal, institutional and public contexts. There are two essential variables to consider when we discuss policy settings for PSIT: the definition of the target groups and the areas within those groups where translation and interpreting are provided. The establishment of PSIT in Slovakia and Flanders took place alongside the creation of rights for official state languages and providing language rights to minorities. In Slovakia, institutionalisation takes place mainly in the legal and public sectors, while community interpreting is a fully unknown and underdeveloped concept. Flanders has developed a well-functioning model of so-called “social interpreting” in recent decades. We compare the provision of translation and interpreting services in sectors delineated as public service interpreting and translation and propose the possibilities for developing and implementing an effective model, based on the Belgian example in Slovakia.Resumen: El artículo se centra en la política de traducción e interpretación en los contextos jurídico, institucional y público. Hay dos variables esenciales a considerar cuando discutimos la configuración de las políticas para el PSIT: la definición de los grupos objetivo y las áreas dentro de esos grupos donde se proporcionan la traducción y la interpretación. El establecimiento del PSIT en Eslovaquia y Flandes tuvo lugar paralelamente a la creación de derechos para las lenguas oficiales del Estado y la concesión de derechos lingüísticos a las minorías. En Eslovaquia, la institucionalización tiene lugar principalmente en los sectores jurídico y público, mientras que la interpretación comunitaria es un concepto totalmente desconocido y poco desarrollado. Flandes ha desarrollado en las últimas décadas un modelo de interpretación social que funciona bien. Comparamos la prestación de servicios de traducción e interpretación en sectores delineados como la interpretación de servicio público y la traducción y proponemos las posibilidades de desarrollar e implementar un modelo eficaz, basado en el ejemplo belga en Eslovaquia.
Zrod modernej slovenskej hudobnej kultúry v 20. storočí sa niesol v znamení rôznych spoločensko-politických zvratov. K základným medzníkom vo vývoji patrí predovšetkým rozpad Rakúsko-Uhorska a vznik prvej Československej republiky (1918), vznik Slovenského štátu (1939), komunistický prevrat (1948), vpád vojsk Varšavskej zmluvy (1968), normalizácia (1969, pád komunistického režimu (1989) a vznik Slovenskej republiky (1993). Tieto udalosti často negatívne pôsobili na tvorbu skladateľov a stali sa zdrojom existenciálnych kríz, ktoré sa odrazili v ich tvorbe, a súčasne v oblasti reflexie jej významu dochádzalo k rôznym prehodnoteniam. V tejto štúdii sa zameriame na okolnosti zápasu o položenie základov modernej slovenskej národnej hudby, problém národnej identity v slovenskej umeleckej hudbe, mýtus o zásadnom vplyve Vítězslava Nováka na čelných predstaviteľov generácie slovenskej hudobnej moderny a priblíženie pohľadu na sledované obdobie zo súčasnej perspektívy. Na príklade Eugena Suchoňa budeme sledovať dopady nepriaznivých spoločensko-politických okolností na skladateľove životné osudy a tvorbu.V 19. storočí došlo v krajinách susediacich so Slovenskom k vykryštalizovaniu národných kultúr. Zrodili sa postavy hrdinov národnej hudby Fryderyk Chopin, Franz Liszt, Bedřich Smetana či Antonín Dvořák. Títo skladatelia vo svojej tvorbe využili charakteristické melodické, rytmické, harmonické, inštrumentačné a ďalšie postupy z domácej folklórnej tradície, aby tak položili základy národnej idiomatiky príslušnej krajiny v umeleckej hudbe, na ktorej organicky budovali ďalšie generácie skladateľov. Tým zároveň ozvláštnili svoju hudobnú reč, ktorá na základe svojej kompozično-technickej a estetickej vyspelosti prekročila hranice ich domovských krajín.Na Slovensku sa nádejná postava "národného skladateľa" objavila až koncom 19. storočia. Ján Levoslav Bella (1843 -1936 študoval teológiu a hudbu vo Viedni, absolvoval cesty do Čiech a Nemecka. Uvedomoval si rozpor medzi svojimi umeleckými ambíciami a možnosťami svojho uplatnenia na Slovensku: absenciu potrebnej infraštruktúry, t. j. hudobno-vzdelávacích inštitúcií, orchestrov a pod. Social interpreting in Central Europe and the possible implementations of social interpreting modules in extra mural programmes of Dutch studies Community/social or public service interpreting is a broad concept that deals with multiple interpretation techniques, communicative situations and social sectors in the field of health, law or administration. The position of interpreters within these contexts differs from country to country. What is also highly diverse is the interpreter’s background, his or her interpreting skills, training, language knowledge and quality of the interpreter’s performance.First of all, the concept of community interpreting is defined in the context of the Low Countries and Central Europe. The change of the social context and the need for qualified interpreters is outlined in connection with the present migration movements. The article summarises some possibilities of implementing specific modules and exercises in the curriculum of a small language programme such as Dutch studies. These provide the students with the first insights into community interpreting. They can take it as a basis and develop their basic interpreting competence in this area.
