In this article, we present a framework for the development of a quality management (QM) practice in a consulting engineering company based on the International Organisation of Standardization (ISO) 9000 and the 14000 series of standards. We describe a strategy to overcome internal barriers within the company by stimulating both top management and employee engagement. A top-down approach was used at the beginning of the process to obtain the support and commitment from top management. This was necessary to ensure that resources would be provided to implement the QM process. However, to design and implement the standardized work instructions used on a daily basis, we used a bottom-up approach to ensure the effectiveness of the practices. Procedures, work instruc-tions, forms, and key indicators were created to identify and monitor nonconformities and opportunities for continuous improvement andto gather data to analyze these challenges.
