Este artigo aborda os impactos ambientais e socioeconômicos associados aos desastres naturais e apresenta os fatores que contribuem para a redução da magnitude dos danos materiais e humanos. Realiza-se uma análise reflexiva, baseada em abordagens qualitativas e quantitativas, integrando as dimensões ambiental, econômica e social da sustentabilidade, assim como as relações com os paradigmas dos desastres (Perigo-Risco-Vulnerabilidade-Resiliência) de origem hidro-meteorológica, climatológica e geofísica. Procura-se identificar os fatores-chave para redução da vulnerabilidade, bem como para prevenção e mitigação dos impactes dos desastres naturais. A reflexão efetuada permitiu realçar a influência determinante do capital social, relacionado às estruturas social e econômica, como fator de redução da vulnerabilidade das comunidades afetadas.

ResumoO tempo de concentração é uma variável que assume um papel fulcral na determinação do caudal e hidrograma do escoamento numa bacia hidrográfica.Esse trabalho pretende constituir uma fonte exaustiva de informação sobre os diferentes métodos de cálculo do tempo de concentração e vazão de ponta na bacia hidrográfica. Subdividem-se os métodos em estritamente empíricos e semi-empiricos, evidenciando-se as vantagens e constrangimentos de aplicação de cada um deles a partir dos resultados obtidos para a bacia hidrográfica da ribeira do Livramento na região de Setúbal (Portugal). Os tempos de concentração obtidos pelos métodos empíricos e semi-empíricos são depois utilizados no cálculo da vazão de ponta pelos métodos Racional e de Soil Conservation Service (SCS) para ilustrar o impacto nos resultados bem como a vantagem de aplicação de cada um dos métodos.Os resultados demonstram que os métodos semi-empíri-cos possibilitam a avaliação do impacto das intervenções de engenharia no comportamento hidrológico da bacia, visto que permitem considerar a variabilidade espacial e espácio-temporal das características biofísicas da bacia hidrográfica.Palavras-chave: Tempo de concentração, método estritamente empírico, método semi-empírico, vazão de ponta, variabilidade espácio-temporal.
Resumo: Este artigo analisa os factores de exclusão e inclusão social em Portugal e na União Europeia com o intuito de identificar os factores críticos que assumem um papel crucial na sociedade atual e avaliar a tendência da evolução das políticas sociais para combater os problemas emergentes que conduzem à exclusão social dos grupos mais vulneráveis. O método de trabalho baseou-se numa extensa pesquisa e tratamento de informação tendo-se obtido resultados que revelam que os principais factores críticos de exclusão social (e.g. desemprego, envelhecimento demográfico, pobreza) são os mesmos em toda a União Europeia.

The Tesla Powerwall battery solution provides the user with the option to control how and when the energy is used by storing energy from the photovoltaic (PV) system and/or from the grid to then be used when the electricity is more expensive. This option helps save money on the electricity bills and cut down on the PV system payback times. Since the Powerwall battery is perceived as being a cheap energy storage solution and energy usage can be controlled, three scenarios were considered to determine which is the most attractive to invest in. One is an on-grid PV system and Powerwall solution without grid injection incentives, then an off-grid PV system and Powerwall solution, and lastly a Powerwall solution without a PV system. The United States of America and Portugal were considered in this work in which the States of California, Hawaii, Alabama and the city of Aljustrel were chosen for comparison because of their different billing and grid injection schemes. The results show that over a 25-year period an off-grid solution in Hawaii can triple the investment and a Powerwall without a PV system solution in California can double the investment while all other scenarios are not viable investments.
This paper proposes a multistep approach for creating a 3D stochastic model of total petroleum hydrocarbon (TPH) grade in potentially polluted soils of a deactivated oil storage site by using chemical analysis results as primary or hard data and classes of sensory perception variables as secondary or soft data. First, the statistical relationship between the sensory perception variables (e.g. colour, odour and oil-water reaction) and TPH grade is analysed, after which the sensory perception variable exhibiting the highest correlation is selected (oil-water reaction in this case study). The probabilities of cells belonging to classes of oil-water reaction are then estimated for the entire soil volume using indicator kriging. Next, local histograms of TPH grade for each grid cell are computed, combining the probabilities of belonging to a specific sensory perception indicator class and conditional to the simulated values of TPH grade. Finally, simulated images of TPH grade are generated by using the P-field simulation algorithm, utilising the local histograms of TPH grade for each grid cell. The set of simulated TPH values allows several calculations to be performed, such as average values, local uncertainties and the probability of the TPH grade of the soil exceeding a specific threshold value.
