El uso y difusion de las tecnologias de Informacion y Comunicacion (TIC) es hoy en dia un lugar comun en las politicas publicas en la casi totalidad de los paises del mundo. Venezuela carecia, hasta el final de la decada del a90, de politicas de este tipo, tan solo contaba, en algunos casos, con iniciativas aisladas. A partir de la creacion del Ministerio de Ciencia y Tecnologia (MCT), en 1999, se comenzaron a implementar politicas coherentes, las cuales dieron resultados de impacto inmediato. El objetivo de este trabajo es explorar a traves del analisis documental los avances en los aspectos fundamentales que componen la plataforma actual de Venezuela en el desarrollo de las TIC, en particular en lo relativo a la conectividad, la capacitacion, los contenidos y la economia digital. Se destacan como logros principales, el crecimiento mas acelerado de usuarios de Internet en America Latina, asi como generar el crecimiento mas acelerado de economia digital en la region. Se resaltan los elementos mas importantes en la formulacion de las politicas publicas en el area, y se subraya la necesidad de dar continuidad a estos esfuerzos, a fin de no perder el alcance y las perspectivas logradas. Se concluye que es vital mantener un esfuerzo sostenido en las areas de capacitacion, conectividad, contenidos, gobierno electronico, economia digital, los cuales deben continuar siendo liderizados vigorosa y entusiastamente por el gobierno nacional, y de acuerdo a la Ley Organica de Ciencia, Tecnologia e Innovacion, el rol recae sobre el Ministerio de Ciencia y Tecnologia.
This paper presents an original method of estimating the location and severity of damage in a framed building based on experimental measurements of its fundamental vibration modes. Two procedures are presented: one usable when the mass matrix is known and the other usable when the mass matrix is unknown. Both require prior knowledge of the fundamental vibration modes of the undamaged structure, either through experimental tests or through an accurate analytical model. An important advantage of this method is that very few experimental data are needed. To study the accuracy of damage identification under noisy conditions, numerical simulations of a multi-storey, framed building were conducted. The new method was also tested by measuring the physical vibrations of a scale model under controlled damage conditions. Both variations of the method proved to be suitable, successfully identifying the location of damage and quantifying the stiffness reductions under various conditions.
