O conhecimento sobre a população urbana expostos ao risco de desastres é imprescindível para o planejamento de ações de prevenção e resposta. O objetivo do presente trabalho é analisar as condições de exposição de grupos populacionais em áreas de risco de desastres em 479 municípios brasileiros. O procedimento metodológico baseou-se na associação de dados censitários e de áreas de risco de deslizamentos, enxurradas e inundações. A base de dados foi constituída de dados sociodemográficos e ambientais, que permitiu caracterizar os moradores e as moradias em áreas de risco. Os resultados evidenciaram que o maior total de pessoas expostas estava na região Sudeste do país, embora, em termos proporcionais, na região Nordeste 15 a cada 100 pessoas viviam em áreas de risco. Estes dados permitem selecionar áreas que demandam ações prioritárias, auxiliando na implementação de políticas públicas regionais que promovam a redução de danos humanos no país.
Disaster risk warnings have been issued by the National Centre for Monitoring and Early Warning of Natural Disasters (Cemaden) to municipalities susceptible to floods and landslides in Brazil since December 2011. A survey of the end-users was developed in order to obtain an evaluation related to quality, anticipation and precision of the warnings. Using an explorative approach, a semi-structured questionnaire was available online to be filled in by the individuals responsible for receiving the warnings. The analysis of the results was supported by statistical techniques, to allow association among the variables. The majority of the users did not report difficulties in understanding the warning texts. However, they reported the inefficiency in receiving warnings by email and suggested that faster tools would be a better solution, i.e. a short message service. The improvements in the alerts could be informed by the results achieved in this survey.
Purpose
This paper aims to shed some light on the distribution of population, living in disaster risk areas in Brazil, on the intra-urban scale. The following three aspects are evaluated in this paper: the distribution of exposed population according to municipal size classification; the population density in disaster risk areas; and the municipal human development classification for the municipalities with disaster risk areas.
Design/methodology/approach
This research is based on an explorative approach. The main database used is a result of the association of landslide and flood risk areas to demographic census, available for 825 Brazilian municipalities. Additional databases were integrated to characterize disaster risk management and municipal human development.
Findings
The results revealed that the population exposed to disaster areas is concentrated within the capitals and small cities in the country. Moreover, disaster risk areas are densely populated even in small cities, suggesting that it is a reality faced not only by the larger cities. Finally, disaster risk areas exist even inside municipalities with a high level of human development.
Practical implications
These findings could contribute to the understanding of the spatialisation of disaster risk in Brazil, a primordial step for the reduction of human losses.
Originality/value
A novel perspective about the Brazilian population exposed to disaster risk was obtained, revealing a current issue faced by the municipalities independent of the size classification and level of human development.
Os desastres de origem hidrometeorológica, como deslizamentos e inundações e seus efeitos sobre a população em risco tornaram-se um assunto relevante. O presente artigo tem como objetivo explorar as potencialidades da metodologia desenvolvida em parceria entre o IBGE e o CEMADEN, que delimitou novas áreas para associação de dados demográficos às áreas de risco, denominadas BATER (Base Territorial Estatística de Risco), cujos resultados foram publicados em 2018. A metodologia foi orientada pelo desafio de associar diferentes geometrias de representação, áreas de risco e dados espaciais do Censo Demográfico de 2010. Dos 872 municípios brasileiros monitorados, estima-se que 8.270.127 habitantes e 2.471.349 domicílios privados permanentemente ocupados estavam localizadas em áreas de risco. Por fim, considerou-se que a BATER junto com as pesquisas provenientes de dados do censo podem fornecer informações relevantes para análises intraurbanas sobre a população exposta ao risco de desastres no Brasil.
