This chapter examines the main policies employed to attract multinational corporation (MNC) technological activities in China, India, Ireland, Israel, Singapore, and Taiwan in order to analyse the case of Brazil. Foreign direct investment (FDI) attraction policies are part of industrial and development policies and should not be assessed or used in isolation. The methodology applied in this work consists of elaborating country reports which comprised: (i) economic and technological data; (ii) science, technology, and industry (S&T&I) policies; (iii) the development of key technological activities by MNCs; and (iv) the main MNC R&D activities developed in the country. For most countries the selectivity, continuity, and coordination of national policies are the key factors in creating a favourable environment for foreign R&D activities. In Brazil, despite some recent actions to foster innovation and R&D investments—such as the Innovation Law—it is patent that there is a lack of a strong government policy and an absence of a specific governmental structure targeted to the attraction of such investments.
The technology internationalization process of multinational companies (MNCs) is characterized by the growing decentralization of this activity to other countries, including developing ones. Within this process, world competition for foreign direct investment (FDI) in research and development (R&D) has been increasing in the last few years. Consequently, to attract this kind of FDI national policies and their instruments have become ubiquitous. For a country to succeed in its quest for FDI, its policies need to be consistent and articulated encompassing measures that influence and promote all the determining factors of FDI in R&D, i.e. supply of qualified professionals, adequate infrastructure, favorable laws and regulations, etc. This means that a FDI policy cannot be restricted only to fiscal incentives and grants. The aim of this paper consists in identifying and analyzing Chinese, Indian and Brazilian policy measures, to offer a better understanding about how they affect the attraction and promotion of FDI in R&D, as well as their differences and similarities. The analysis shows that despite the flaws still presented in both Chinese and Indian economic and technological systems, they have been implementing a more articulated and consistent set of policies, thus attracting FDI in R&D from all over the world. However, Brazilian policies seem to be less articulated and still based on the concession of fiscal incentives to attract this kind of FDI.Internationalization of R&D, multinational companies, FDI policies, developing countries,

A análise da evolução teórica, desde a teoria clássica de Ricardo, passando pela "nova teoria", até a atual abordagem evolucionista do comércio mundial faz-se necessária no sentido de mostrar como questões importantes e determinantes do atual padrão comercial internacional, como economias de escala, concorrência imperfeita, curvas de aprendizagem e inovação tecnológica, foram sendo incorporadas aos modelos teóricos mais importantes, aproximando-os cada vez mais da realidade.Em seguida, as mudanças ocorridas no padrão de comércio mundial devido à crescente importância da tecnologia fizeram com que a regulamentação do comércio internacional também tivesse que se adequar a essas mudanças. Assim, torna-se essencial tratar das significativas transformações dessa regulamentação, desde o Acordo Geral de Tarifas e Comércio (GATT) até a Organização Mundial de Comércio (OMC), sendo essa última quem regulamenta o comércio mundial, desde 1994, após o fim da Rodada Uruguai. A partir de sua institucionalização, práticas passadas de política industrial e comercial utilizadas principalmente pelos países da OCDE, mas também pelos em desenvolvimento, não são mais admitidas.Desse modo, as mudanças na teoria de comércio internacional bem como sua nova regulamentação vêm influenciando crescentemente a formulação de políticas, tanto nos países avançados, quanto em alguns países em desenvolvimento. O último item do capítulo I destina-se ao novo aparato de política que vem sendo adotado, isto é, à crescente tendência de articulação das políticas industrial e tecnológica a políticas comerciais, no sentido de se adequar às mudanças tanto do padrão de comércio internacional quanto de sua institucionalização.O capítulo II desdobra-se numa exemplificação de experiências internacionais bem sucedidas comercialmente, mostrando que a articulação entre as políticas industrial e tecnológica e as comerciais nos países da OCDE é fortemente incentivada desde a década de 80. Foram selecionadas as experiências japonesa, européia e americana, dentre os países avançados, e o caso coreano, como exemplo de país de recente industrialização. Antes, porém, de descrever os casos internacionais mais ilustrativos de política comercial estratégica, é válido definir o conceito de política industrial a ser utilizado ao longo do trabalho, delimitando, assim, quais as medidas de política que nele se inserem.Ainda dentro desse capítulo, são identificados alguns elementos do desempenho comercial -das exportações, da produção industrial e dos esforços de P&D -dos países acima selecionados, visando mostrar os resultados efetivos das políticas adotadas.
