ResumenEste trabajo hace una contribución a la caracterización de las entidades sistémicas así como las vías mediante las cuales este riesgo se presenta en el sistema. Inicialmente, siguiendo la metodología propuesta por Zhou (2010), se estiman y analizan indicadores de riesgo sistémico para los establecimientos de crédito en Colombia y se estudia cuál es la relación de estas medidas con el tamaño de las entidades en el sistema y el nivel de interconexión en el mercado interbancario. En los últimos años el Estado colombiano ha tenido que afrontar un fenómeno migratorio significativo, debido a la compleja situación económica y social que atraviesan algunos países. Como resultado, refugiados y migrantes extranjeros se han situado en asentamientos subnormales donde, en muchos casos, conviven con los desplazados internos. En este contexto, los organismos internacionales orientan a los Estados para que a esta población se le proporcione una estancia legal con las salvaguardas adecuadas, ya que, indistintamente de su condición, sus derechos básicos suelen ser vulnerados. Aunque para la situación de la población interna la normativa y las autoridades son más eficaces, no ocurre así con la población extranjera. Por ello, en este artículo se pretende hacer un estudio sobre las barreras y retos existentes para extender la garantía del derecho a la vivienda digna reconocida a los nacionales y a los migrantes extranjeros. Lo anterior, mediante un análisis jurídico y del aprendizaje producto de la experiencia de la Clínica Jurídica de la Universidad de Ibagué.
In this document we develop a DSGE model to analyze the effect that a consumption boom and a productivity shock have over financial stability and macroeconomic variables, in both, an economy with and without Basel III capital requirements and earnings reinvestment rule. The results suggest that Basel III requirements have a positive impact over financial stability variables and that additional capital requirements do not restrict banking activity.JEL classification: D58, E32, E44.
The financial crisis of the late 2000's underscored the importance of identifying systemically significant institutions and developing mechanisms for the latter to internalize the externalities they create on the economy should they fail. Using monthly data for the period comprised between September, 2001 -March, 2011, we calculated bank-specific probabilities of default and expected losses given default. Subsequently, we estimated the joint distribution of such expected losses and found the aggregate cost of the implicit bailout option for the government. Our results suggest that even though systemic risk is currently not a major concern in the Colombian banking system, it is necessary to enhance the supervisory and regulatory framework to include quantitative measures of this risk.JEL classification: G120, G130, G180, G210, G280
