<p>Este artigo tem como objetivo refletir sobre o conceito de governança e participação a partir de uma análise histórica a respeito dos conselhos gestores, tendo por foco principal a trajetória do Conselho Nacional de Políticas Culturais. A partir dessa análise, buscamos compreender as crises e perspectivas para o campo das políticas de cultura em um contexto de transformações institucionais e ameaça aos mecanismos institucionais de participação.</p>
Este artigo tem como objetivos descrever e examinar a virtualização do setor cultural brasileiro durante a pandemia da Covid-19, analisar as resposta do governo brasileiro face à crise do setor e identificar as percepções dos artistas fluminenses sobre os impactos socioeconômicos da pandemia. A metodologia usada para atingir estes objetivos inclui pesquisa documental e coleta de dados através de um questionário. A abordagem teórica centra-se nos conceitos de virtualização e direitos culturais. Os resultados da pesquisa mostram que um grande número de artistas começou a usar ferramentas online para continuar suas atividades profissionais. No entanto, apesar de algumas vantagens, a impossibilidade de rentabilizar as produções e a consequente perda económica são colocadas como grandes desvantagens desta virtualização. No que tange às políticas culturais, o aspecto que se tornou mais evidente, nas respostas adquiridas, refere-se ao modelo de gestão e sua ineficácia.

Este ensaio tem por objetivo analisar as ações do governo brasileiro em relação a outros países da América Latina (Chile, Peru, Argentina e Cuba), principalmente, no que tange às políticas emergenciais para o setor cultural, durante os primeiros seis meses de pandemia da COVID-19. A pesquisa se pautou em análises de instrumentos jurídicos, canais de comunicação e análise bibliográfica. A partir do estudo, verifica que, apesar de diferentes formas de Estado e questões políticas, os países pesquisados, com exceção do Brasil, tiveram uma ação efetiva dos ministérios da cultura para coordenar e promover ações emergenciais ainda no primeiro semestre de 2020.CULTURAL PUBLIC POLICIES IN THE PANDEMIC CONTEXT: a comparative analysis between Brazil and Latin AmericaAbstractThis paper aims to analyze the actions of the Brazilian government in relation to other Latin American countries (Chile, Peru, Argentina and Cuba), especially in regard to emergency policies for the cultural sector during the first six months of the COVID-19 pandemic. The research was based on analyzes of legal instruments, communication channels and bibliographic analysis. O objetivo da pesquisa é investigar se as transformações que as tecnologias digitais engendraram nos sistemas de mídia exigem novas competências cognitivas para a fruição de seriados de TV.
