A adoção das normas internacionais de contabilidade no Brasil ocasionou mudanças na forma de reconhecimento, mensuração e evidenciação dos fatos econômicos das empresas. Com o intuito de harmonizar às normas contábeis com as internacionais, os órgãos normatizadores brasileiros aprovaram o Pronunciamento Técnico CPC 29, que estabelece o tratamento contábil e a evidenciação dos ativos biológicos e dos produtos agrícolas. O objetivo deste estudo foi verificar nas empresas brasileiras que possuem ativos biológicos o nível de conformidade com o CPC 29 e sua associação com características empresariais. O estudo adotou a abordagem descritiva e analisou as Demonstrações Contábeis consolidadas referentes ao ano de 2013 de empresas brasileiras de capital aberto. No total foram analisadas 19 empresas que evidenciaram ativos biológicos no ano de 2013. Os resultados da pesquisa mostram que a média de conformidade das empresas com o CPC 29 é de 74,68%. Com relação à análise estatística, observou-se que o nível de conformidade das empresas tem associações com características empresariais, tais como, setor, governança, tamanho, rentabilidade e representatividade do ativo, sendo que o tamanho da empresa tem interação significativa com o nível de conformidade. Em comparação com estudos anteriores verificou-se que houve um aumento significativo no nível de conformidade das empresas com o pronunciamento técnico CPC 29 ao longo do tempo.
ResumoEste estudo objetivou identificar as explicações para o reconhecimento das perdas por impairment do goodwill, sendo este o resultante de combinações de negócios, nas empresas listadas na Bolsa de Valores, Mercadorias e Futuros de São Paulo (BM&FBOVESPA) em 2015. A pesquisa caracteriza-se como descritiva, documental e quantitativa, e sua amostra foi composta por 102 companhias, nas quais foi possível identificar saldo de goodwill resultante de combinação de negócios. Os dados foram coletados das Demonstrações Financeiras Padronizadas (DFPs) e do banco de dados Economática ® . Realizou-se três testes: (i) regressão linear múltipla para todas as 102 empresas que apresentaram saldo de goodwill em 31 de dezembro de 2015; (ii) regressão linear múltipla apenas para as 18 empresas que reconheceram perdas por impairment de tal ativo em 2015; e (iii) regressão logística binária também para as 102 companhias que apresentaram saldo de goodwill em 31 de dezembro de 2015. O primeiro teste mostrou que as empresas com menores variações do turnover e as menos rentáveis, bem como as com maiores valores de book-to-market, goodwill reconhecidos em suas DFPs e alavancagem financeira, tendem a registrar maiores perdas por impairment decorrentes da diminuição da expectativa de rentabilidade futura esperada com a realização de combinações
As Instituições Federais de Ensino Superior (IFES) brasileiras têm apresentado desde 2002 uma sequência de nove de indicadores de gestão propostos pelo Tribunal de Contas da União (TCU) por meio da Decisão TCU n.º 408/2002. O foco desta pesquisa concentra-se no primeiro indicador – custo corrente / aluno equivalente – que a partir de 2006 passou a ser apresentado de duas formas: com e sem custos do Hospital Universitário (HU). Este artigo tem por objetivo apresentar a evolução e considerações sobre os indicadores de custo por aluno da Universidade Federal de Santa Catarina (UFSC) com base na metodologia do TCU entre os anos de 2002 e 2012, considerando os efeitos inflacionários e a influência das variáveis envolvidas. Quanto à abordagem do problema, a pesquisa é qualitativa e quantitativa; em relação aos objetivos, trata-se de uma pesquisa descritiva. Foi procedida a uma pesquisa documental com base em dados reais contidos nos Relatórios de Gestão (RG) da UFSC de 2003 a 2012. No período, observou-se uma elevação nos custos evidenciados pelos indicadores, causada principalmente pelo aumento dos custos correntes totais com e sem HU, considerando que não houve uma variação significativa no número de alunos equivalentes.
Asymmetric cost behavior took a new approach, starting in 2003, with the emergence of the Cost Stickiness Theory (CST) and, since it is something recent, there are still doubts regarding its application in the public sector. In this sense, this study aims to analyze the behavior of costs in local governments in Santa Catarina, from the cost stickiness perspective. This is an empirical, quantitative, and documentary study that uses the population of 295 municipalities in Santa Catarina during the 20-year period, whose transposition of the analysis model was adapted for the public sector. We grouped the costs in blocks, with the proposition of nine regression models with panel data, of which, eight corroborate the cost stickiness phenomenon. Still, the results indicate similarity with the flypaper phenomenon, typical of the public sector, which uses part of the recipe to calculate the asymmetry, in which of the three types of analyzes performed, the use of the recipe is linked to the one that resulted in the highest sticky. Finally, it offers subsidies for the application of CST to the public sector, even in the case of a typical phenomenon of for-profit entities, and concludes that, with the use of fractional revenue (as well as in the phenomenal flypaper) for local governments of Santa Catarina, the behavior of costs appears to be stickier.
O presente artigo se insere no contexto do uso das Tecnologias de Informação e Comunicação no setor público, objetivando verificar e analisar os níveis de transparência apresentados pelos portais eletrônicos das Câmaras de Vereadores das capitais brasileiras. Em relação à sua metodologia, a pesquisa possui caráter descritivo, com abordagem qualitativa e quantitativa. Para a coleta de dados, observaram-se as informações apresentadas nos portais da transparência das Câmaras de Vereadores com base em um modelo multicritério de avaliação proposto por Nunes (2013). A amostra é constituída por 24 capitais nacionais. Os resultados apontam níveis de transparência aquém do que se espera em relação a Câmaras de Vereadores de capitais brasileiras. Com relação aos 24 municípios analisados, 54,17% apresentaram portais com nível de transparência insuficiente para disponibilização de informações de interesse da população. Conclui-se que o conteúdo apresentado nos portais da transparência, em geral, tendem a cumprir mínimo exigido pela lei, mas com pouco indício de maiores incentivos à participação popular e à promoção da accountability.
