From the late ` 80 cities experienced a "creative" turn. The concept of creativity, appears as a shaping force to the economic, social, cultural and urban planning policies in the postfordist context. In Barcelona, the so-called " Barcelona Model" has been deeply infl uenced by the creative city paradigm. The paradigm replication in the European context and its relationship to the neoliberal turn of cities since the '80s has been extensively analyzed, however, the impact of this trend on the cultural proximity policies, considered as the result of the interaction between local government and social actors, is a fi eld to explore. The aim of this paper is to show, in the case of Barcelona city, the defi cits and contradictions generated by the infl uence of the creative and entrepreneurial turn of the city in the cultural proximity policies implementation, considering the problem in relation to the participatory dimension and the democratic deepening objectives attributed to these policies in its genesis context. To reach this aim, we examine the socio-genesis, evolution and changes of a fl agship policy for the social democratic agenda -the Civic Centers Program-, embedding its analysis in the city model, the municipal decentralization process and the role of key social actors such as neighbors associations during these 35 years of democracy.
Em torno da cidade criativa ¿Ciudad creativa y ciudad sostenible?: Un análisis crítico del "modelo Barcelona" de políticas culturales Creative Culture and the Sustainable City? An Analysis of the Barcelona Cultural Policy Model Cité créative et cité durable ? Une analyse critique du modèle Barcelone de politiques culturelles
Este artigo centra-se nos principais contributos do projeto europeu Uncharted sobre os valores emergentes na administração cultural europeia, apoiando-se numa vasta análise documental, em grupos focais e entrevistas a uma plêiade de atores. Analisando quatro estudos de caso ibéricos, procura-se identificar a diversidade de valores que moldam as decisões e práticas de política cultural, com foco nas tensões e conflitos entre os atores envolvidos e as suas valorações. Demonstrar-se-á que os atores se mobilizam em torno de disputas sobre a hierarquia de valores, o que exige uma compreensão dos contextos em que cada reportório se estabelece, ainda que a conflitualidade se exerça dentro de um mesmo modelo de política cultural, prevalecente nos dois países ibéricos.
