A fínales de los años setenta, se evidencia en nuestro país una preocupación creciente por imprimir una nueva orientación a las acciones encaminadas a la atención de las necesidades de los sectores más desfavorecidos. Siguiendo las tendencias imperantes en los países de nuestro entorno más próximo con sistemas de Servicios Sociales muy consolidados, se comienzan a oír expresiones en defensa de la «universalidad», la «descentralización», la «participación», la «nor-malización», la «integración» y otra serie de términos que encierran determinadas concepciones de los derechos humanos y sociales. Desde entonces, estas expresiones han sido defendidas ampliamente como principios de los «nuevos» Servicios Sociales, llegando a incorporarse a las legislaciones autonómicas sobre la materia. No obstante, la evolución seguida por los Servicios Sociales en nuestro país pone de manifiesto que, en la práctica, no siempre se cumplen realmente. En este artículo se propone reflexionar sobre el origen de estos principios y las dificultades que se plantean en su aplicación.
E n las últimas décadas se ha iniciado un proceso de desinstitucionalización, paralelo al redescubrimiento de la comunidad local como el lugar idóneo para la atención de las necesidades sociales de sus miembros l . La atención social en la comunidad, como alternativa al tratamiento institucional, es valorada como social, moral y políticamente deseable.Sin embargo, consideramos necesario reflexionar acerca de algunos aspectos de este proceso que, lejos de cuestionar las indudables ventajas del planteamiento, pongan de relieve los riesgos que pueden comportar para los individuos y sus familias, así como para la propia comunidad. Riesgos que necesariamente han de ser considerados y valorados en la planificación de la actuación social y en la construcción de la red de recursos a nivel comunitario.No es necesario insistir en los defectos que se atribuyen a las grandes instituciones en el tratamiento social de necesidades y problemas: desintegración social, aislamiento, estigmatización de colectivos, dependencia, dificultades de reinserción posterior y otros aspectos ampliamente debatidos. Este artículo presenta una lectura crítica de la Ley de la Infancia de la Comunidad Valenciana, recientemente aprobada y pendiente de su pleno desarrollo a través de los sucesivos reglamentos y decretos de aplicación. Tras una ligera contextualización histórico-legislativa, se analiza el sentido general de la Ley y los conceptos básicos que define de cara a la intervención social; por fin reflexionamos sobre lo que es punto central y más novedoso de ella: el Plan Integral de Atención a la Infancia.
