RESUMO: este artigo discute a importância da inclusão nas instituições de educação pré-escolar. Todas as crianças têm direito à educação em classes do ensino regular, em escolas abertas à comunidade, onde se ofereça um ambiente educativo de qualidade e se vá ao encontro das necessidades pedagógicas e terapêuticas de cada criança. Numa filosofia de educação pré-escolar inclusiva, todos os intervenientes no processo educativo, crianças, educadores, terapeutas e órgãos de gestão trabalham de forma cooperativa na tarefa de ensinar e aprender, proporcionando experiências significativas para todas as crianças. Este artigo destaca alguns fatores que consideramos fundamentais para uma plena inclusão de crianças com Necessidades Educativas Especiais na Educação pré-escolar.
A investigação em IP tem mostrado que a rede social e fundamental no apoio as famílias de crianças em idades baixas com problemas de desenvolvimento, tendo efeitos positivos no funcionamento pessoal, familiar, bem como no comportamento e desenvolvimento da criança. As famílias incluídas em minorias étnicas, nomeadamente imigrantes podem experimentar condições particularmente adversas, devido ao afastamento dos elementos da sua rede informal e dificuldades de ordem socio -cultural. Em Portugal, temos assistido a uma grande entrada de imigrantes o que torna a nossa realidade multicultural e faz com que muitas das crianças e famílias acompanhadas em programas de IP tenham origens culturais e étnicas diversas, tema muito pouco estudado. Realizamos um estudo exploratório com 42 mães (28 portuguesas e 14 dos PALOP) residentes no Concelho de Loures e apoiadas em Programas de Intervenção Precoce locais, tendo verificado que globalmente estas mães percepcionam as redes de apoio formal como mais disponíveis e uteis. As redes de apoio informal são significativamente menos uteis para as mães dos PALOP do que para as mães portuguesas. A intervenção precoce poderá pois desempenhar um papel crucial no apoio a este tipo de famílias colaborando na reestruturação e desenvolvimento da sua rede de apoio social no novo contexto sociocultural.
A investigação em Intervenção Precoce, assim como os conceitos e as práticas, têm-se vindo a constituir como objecto de interesse crescente a nível nacional. Tal é bem evidente através da quantidade de encontros científicos e profissionais bem como de trabalhos de investigação como doutoramentos, mestrados e outros projectos que têm sido produzidos no nosso país, nos últimos 20 anos. Muitos deles, no entanto, não se encontram ainda publicados, pelo que a sua existência não se encontra amplamente difundida.
