In this paper we analyze the effect of infrastructure on the cost and productivity performance of the private productive sector of Spanish regions over the period 1980-1993. We use a dual approach based on cost functions that allows us to recover the usual parameters estimated with production functions. In addition, we obtain rates of return and cost elasticities of production factors at the regional level. Our framework explicitly considers that some factors are quasi-fixed and their volume can differ from their optimal endowment levels. Our results indicate that the public sector has contributed significantly to enhance productivity and reduce costs in the private sector of almost every Spanish region. Nevertheless, there is still scope for the government to continue its investment efforts, given that there remains an appreciable gap between observed and optimal public capital, and we find that in the long run, public capital promotes private investment. Se cuantifican los efectos sobre el crecimiento y empleo de los programas cofinanciados con el Fondo FEDER de 2014 a 2020. Los resultados indican un efecto positivo sobre la tasa de crecimiento anual del PIB ligeramente superior a tres décimas, equivalente a un aumento del PIB de 26.000 millones en 2020 y aproximadamente 240.000 empleos más durante el periodo. Estos resultados son compatibles con una generación de 9 empleos por cada millón de euros invertidos. El impacto regional de los programas cofinanciados tiende a crear más empleo y aumentar más el PIB per cápita en las regiones más deprimidas económicamente.

The aim of this paper is to evaluate empirically the relevance of the presence of quasi-fixed and external inputs, non-constant returns to scale, and the degree of capacity utilization in the calculation of TFP growth for the private productive sector of Spanish regions over the 1980-93 period. Using a parametric framework based on the estimation of cost functions, we find that for the whole of the Spanish private sector, the traditional 'Solow' estimate of TFP growth overestimates true technological progress due to the omission of infrastructures. Nevertheless, we find clear cyclical behaviour, given that in economic expansions, the 'Solow' estimate underestimates true technological progress, while in times of recession the opposite is true. This result is also common with the majority of the Spanish regions, as is the fact that on average almost all of them have over-utilized installed capacity. Bosca J. E., Escriba J. et Murgui M. J.
