In order to bolster the concept of sustainable territorial development in conjunction with the three capitals -natural, social, and built capital -, a conceptual methodology was elaborated. It utilized the infrastructure systems to group indicator dimensions of built capital, highlighting what actually corresponds to the territorial development reality and not just economic growth. This resulted in the selection of 70 indicators that were tested with data from the Curitiba Metropolitan Region (CMR). Thirty-five indicators were selected from the data available to evaluate the development in 29 municipalities that form the CMR. Finally, the Sustainable Territorial Development Index (INFRASTDI) and Inequality Index (II) were proposed to summarize the information collected.
Sustainable development has been pursued by organizations around the world ever since environmental and social issues were introduced into institutional agendas. In the various sectors of the economy, the factors that influence sustainable decisions are multidisciplinary and systemic, and address the concept of Circular Economy (CE). This study aimed to develop a method to measure the level of commitment of companies and sectors to CE. The method allows investigating institutional factors associated with sustainable development and assessing the depth of CE practices. A circularity index is originated that can assist decision makers in the development of specific strategies, investment plans, and policies to guide organizations towards the achievement of a CE. The proposed method was then applied to 75 Brazilian companies recognized for their sustainability initiatives, analyzing practices associated with CE actions, as well as their depth. The results, using the Analytic Hierarchical Process (AHP), indicate that the sectors analyzed do not have a significant difference among them and that the majority of the companies analyzed (80%) do not practice any circular action despite claiming the opposite. Therefore, CE is still incipient in Brazil. The application of the proposed method to a large sample showed its potential for global use, and that it can also be employed to guide actions of single companies or entire sectors towards sustainable development using a CE path.

RESUMO As aglomerações populacionais ocorridas nos centros urbanos brasileiros nas últimas décadas desconfiguram o papel das cidades e promovem a desarmonia entre as dimensões do desenvolvimento sustentável. Esta situação demanda atenção à dimensão política da sustentabilidade, de forma a direcionar o planejamento urbano ao atingimento de metas sociais, à eficiência econômica da aplicação dos recursos e à utilização racional dos recursos naturais. Neste contexto, a mobilidade urbana está diretamente relacionada ao alcance da população às oportunidades de trabalho e estudo, pois refletem as condições de deslocamento no espaço urbano, com impacto direto na qualidade de vida. Um dos critérios para a concepção de um sistema de mobilidade urbana é a adoção de tecnologias inovadoras. Dessa forma, o objetivo deste ensaio é estimular a reflexão sobre as possibilidades e contribuições da tecnologia à sustentabilidade urbana, especialmente sob os aspectos relativos à mobilidade urbana sustentável. A fim de contribuir com o caráter interdisciplinar e prático da pesquisa concretizando argumentos com base no estudo de caso do rompimento da barragem no município de Mariana/MG, o artigo visa ampliar a discussão sobre o tratamento legislativo brasileiro às demandas ambientais e a necessidade existente de fiscalização e cumprimento das leis. Há um projeto de lei tramitando no Congresso Nacional para modificar a regulamentação legal vigente sobre licenciamento ambiental e algumas tentativas de alteração do Código de Mineração de 1967. Será que as mudanças legislativas trariam um tratamento legal diferente para o desastre de Mariana? O artigo conclui que não adiantam mudanças legislativas para garantir responsabilidade ambiental, se os interesses políticos e econômicos não estiverem alinhados ao cumprimento das leis, à preservação dos recursos naturais e à qualidade da vida humana.
