En este artículo, se exploran las clasificaciones, los estigmas, los valores y las normas que definieron la tipología de la pobreza urbana y que articularon la política social hacia los mendigos en la Ciudad de México, entre 1929 y 1931. La historia de las políticas sociales ha centrado su atención, sobre todo, en los destinatarios de la seguridad social (trabajadores, madres-hijos, huérfanos), y son escasas las referencias respecto de los pobres desvalidos, que fueron merecedores de las políticas de protección social en la posrevolución. Con base en los documentos y publicaciones respecto de estudio de la mendicidad, que elaboraron Eyler Simpson y Ramón Beteta por disposición de la Beneficencia Pública, planteo la manera en que se fue diferenciando la asistencia social destinada hacia los considerados desvalidos, de la seguridad social, que debía otorgarse por derecho a los trabajadores.
Estudiar la incorporación de nuevas profesiones en la burocracia asistencial constituye una de las mejores formas para explicar el proceso de la modernización de los servicios públicos del Estado. En este artículo examinamos cómo las trabajadoras sociales se integraron en la Beneficencia Pública del Distrito Federal. Planteamos que, a lo largo de la década de los años treinta, estas empleadas de la Beneficencia cumplieron con diversas tareas y extenuantes jornadas a cambio de salarios escuetos, que les fueron concediendo un lugar como empleadas públicas. Asimismo, en este proceso, la escolarización, el reconocimiento que les brindó el gobierno y la feminización de sus actividades fueron institucionalizando la profesión del trabajo social. En el texto, se muestra que la transformación del Estado no surge por la enunciación de una reforma administrativa, secular y progresista en favor de los derechos sociales, sino que es necesario el empeño laborioso de las personas que lo llevan a la práctica, al ras del suelo, y en relación con diversos actores de la sociedad
Resumen: El propósito en este artículo es mostrar algunas reflexiones críticas de la trayectoria historiográfica de la asistencia, la pobreza y las políticas sociales en México. Expondremos un panorama de los temas y problemas de este campo de los estudios históricos, que se ciñe temporalmente, al periodo de las reformas liberales en las últimas décadas del siglo XIX y los primeros años de la posrevolución. Nos interesa destacar los aportes críticos, así como señalar las posibles vías de investigación inacabadas en este campo de estudio de la historiografía en México.
El directorio comercial de la Ciudad de México, publicado por el español Jerónimo Figueroa Doménech en su Guía general descriptiva… (1899) es la base documental que sustenta este artículo, que presenta una homologación de los registros comerciales de finales del siglo XIX con el Sistema de Clasificación Industrial de América del Norte (SCIAN). Asimismo, representamos los registros del comercio de finales del siglo XIX en un plano histórico de la Ciudad de México. Con esto, buscamos integrar la perspectiva histórica a un marco único, consistente, actualizado y útil para la recopilación, el análisis y la presentación de estadísticas de tipo económico. El artículo es un punto de partida para estudiar en la larga duración periodos de expansión y retroceso de las transformaciones de la estructura del comercio en México.
<p>El artículo analiza el desarrollo del Banco Oriental de México desde la perspectiva de la política laboral. En un enfoque “desde abajo”, el trabajo destaca cómo los mecanismos sociales de la comunidad hispánica en el sur oriente de México contribuyeron para que la institución mercantil se convirtiera en uno de los principales bancos de emisión del país. Los aspectos relevantes del artículo se refieren, en cuanto al tema, al estudio de los empleados bancarios y, respecto de las fuentes, a la revisión sistemática de los libros de actas del Consejo de Administración del Oriental.</p><p> </p><p> </p>
