O presente artigo, elaborado por meio de pesquisa teórica, discute a política de segurança pública adotada no Brasil contemporâneo, especialmente nesta primeira década no século 21. Inicialmente, apresenta reflexões sobre o papel do Estado no sentido de garantir a segurança pública enquanto direito fundamental do cidadão. Posteriormente, destaca o Plano Nacional de Segurança Pública (PNSP) e o Programa Nacional de Segurança Pública com Cidadania (Pronasci) como inovações na política de segurança pública brasileira. Considera que, apesar dos limites e desafios próprios da complexidade relativa à questão, têm ocorrido avanços na democratização da política de segurança, por meio de uma maior participação da sociedade nas discussões e na implementação das ações nessa área.
Proteção social aos idosos: concepções, diretrizes e reconhecimento de direitos na América Latina e no BrasilResumo: O artigo tem por objetivo percorrer o processo de constituição e concretização do sistema de proteção social na América latina e nele localizar as medidas específicas de proteção social, adotadas pelo governo brasileiro, no atendimento das demandas da população idosa. Escolheu-se como marco histórico de análise da realidade latino-americana, a I Conferência Intergovernamental sobre Envelhecimento na América Latina e Caribe, realizada pela Comissão Econômica Para a America latina e Caribe -CEPAL, em novembro/2003, em Santiago no Chile, como síntese das medidas de proteção social que vem sendo destinadas pelos países do continente ao segmento social idoso. Para a experiência brasileira elegeu-se como marco as prerrogativas legais relacionadas aos direitos dos idosos e à Seguridade Social implementadas a partir dos anos de 1990. São abordadas as concepções sobre proteção social e envelhecimento, encaradas como direito e conquista da civilização humana no século 21. Palavras-chave: Proteção social. Envelhecimento. Direitos. Social Protection for the Elderly: concepts, guidelines and recognition of rights in Latin America and BrazilAbstract: The purpose of this article is to review the process of the constitution and concretization of the social protection system in Latin America and in it locate the specific social protection measures adopted by the Brazilian government to meet the needs of the elderly population. It selected as its historic marker for the analysis of the Latin American reality, the 1st Intergovernmental Conference about Aging in Latin America and the Caribbean, conducted by the Economic Commission for Latin America and the Caribbean (ECLA), in November 2003, in Santiago, Chile, which presented a synthesis of the social protection measures that countries on the continent had that were aimed at the elderly population. For the Brazilian experience, the legal prerogatives related to the rights of the elderly and to Social Security implemented in the 1990s were selected. The concepts about social protection and aging are addressed, seen as a right and conquest of human civilization in the 21st century.
Resumo:As reflexões sintetizam a formação dos sistemas de proteção e segurança social da população idosa na realidade brasileira, latino--americana e portuguesa. Para tanto, privilegia como metodologia a análise da produção bibliográfica sobre esta área temática, no cenário eleito como objeto de estudo, além da interlocução com a agenda pública estatal através das fontes documentais que envolvem o arcabouço formal legal, bem como os planos, programas e serviços implementados em cada realidade pesquisada. Abstract:The reflections show the formation of the protection systems and social security of the elderly population in the Brazilian reality, Latin American and Portuguese. Therefore, it has the methodology to analyze the bibliographic production on the study of the elderly population.
