Finalizar uma tese nos força a retomar o passado em busca de memórias e pessoas que foram importantes nesse caminho. Inicio com a família, sem a qual não conseguiria chegar até este momento. Sem seu apoio desde as primeiras leituras, quando ainda era apenas uma criança, até a finalização deste trabalho, ela esteve ao meu lado. Apesar de não entender os motivos que me levam sempre de volta aos bancos escolares e a escolher de um tema, que desta vez, me levou para fora do país.Em segundo lugar, está meu orientador, Prof. Dr. José Marcelino Rezende Pinto, que com grande generosidade me orientou e me incentivou em cada passo dado para a realização da pesquisa. Ele não foi apenas um orientador. Foi um companheiro atento às dificuldades, às necessidades e, principalmente, nos momentos em que eu mais precisava, ele soube me direcionar para que a pesquisa fosse finalizada. Mas, seria pouco somente agradecê-lo pela tese. Na realidade, agradeço por ele ser também um grande intelectual brasileiro, que está sempre à frente das discussões e em defesa de uma educação pública, gratuita e de qualidade para todos/as. Seu nome já está entre os grandes de nosso país.Estendo esse agradecimento a todos e todas intelectuais que atuam nesse campo, principalmente na defesa da educação infantil brasileira e italiana, pois me fazem acreditar nas possibilidades de transformação social e principalmente na força das crianças e na necessidade de concebê-las em toda a sua potencialidade. Neste caminho junto com o Zé Marcelino, encontrei o Grupo de Estudos emGestão e Financiamento da Educação, que com grande diversidade de pesquisadores/as tem fomentado importantes discussões que muito me inspiraram. No Grupo, conheci grandes colegas, com as mais diferentes pesquisas e das mais diversas idades e perspectivas, o que nos anima a continuar realizando pesquisa científica em tempos tão difíceis para a ciência.Na parte italiana da pesquisa, agradeço minha orientadora na Universidade de Verona, a Profa. Dra. Marcella Milana, que aceitou me receber na Itália e que esteve sempre disponível quando precisei, além de me indicar os contatos necessários para o desenvolvimento do trabalho de campo. Conheci professores/as e pesquisadores/as italianos(as) que me mostraram uma Itália acolhedora, além de me oferecer uma visão cultural que não se encontra nos livros, mas somente na vida cotidiana. Na Itália, uma pessoa especial surgiu na minha vida, a Profa. Giuseppina Messetti, da área de educação da criança pequena, que além de me colocar em contato com importantes pessoas da região, também se tornou uma amiga, que me ofereceu um importante apoio durante o período da pandemia do coronavírus vivido na Itália. Este artigo apresenta dados de pesquisa de mestrado desenvolvida em Guaianases, São Paulo. Esta região se destaca no contexto educacional paulistano pelo considerável aumento de vagas em creches por meio de um amplo processo de conveniamento entre a Prefeitura e organizações da sociedade civil. Com abordagem qualitativa, foram realizadas entrevistas, observações e análise documental em duas instituições de Educação Infantil de 0 a 3 anos, sendo uma de gestão direta e outra conveniada, tendo como foco a relação entre atendimento à demanda e qualidade. O estudo concluiu que as reformas neoliberais no Brasil criaram condições para o aumento de processos de privatização, dentre eles o conveniamento, que nem sempre proporcionam condições para a qualidade da educação da criança pequena.
A proposta deste artigo é apresentar o desenvolvimento da política pública para a educação da criança pequena na Itália, com base na história das creches e pré-escolas. Serão utilizados dados de atendimento à demanda e custos, decisões tomadas pelos gestores públicos, legislação e financiamento. Reconhecida em todo o mundo como uma experiência bemsucedida no campo da Educação Infantil, a Itália alia inovadoras práticas pedagógicas a políticas públicas participativas e democráticas. O conhecimento desse processo histórico é importante para entender a educação italiana, considerando que as propostas pedagógicas, bem como as decisões de investimento em educação, são vinculadas às sociedades e aos contextos em que são desenvolvidas. A pandemia do coronavírus em 2020 e a decorrente necessidade de isolamento social resultaram no fechamento das creches e das pré-escolas, com repercussões na vida das crianças, das famílias e dos profissionais da educação. Nesse contexto, as decisões do poder público ou a ausência delas incidem diretamente sobre o modo como a sociedade convive com a pandemia, com a ausência do atendimento na Educação Infantil (EI), bem como com o surgimento de desafios quanto à estrutura, à manutenção e à própria concepção de EI, construída historicamente. Considerando as especificidades de Brasil e Itália, seus diferentes contextos sociais, fases de desenvolvimento da pandemia e as posições de seus respectivos governos em relação ao atendimento educacional, o objetivo deste artigo, com base em análise documental, é investigar como os referidos países pensaram a educação infantil, quais decisões foram tomadas, assim como quais os impactos, os limites, as possibilidades e os desafios para essa etapa da educação básica, que é fundamental para o processo de desenvolvimento, aprendizagem e socialização das crianças pequenas.
