This article provides a framework for understanding water problems as problems of justice. Drawing on wider (environmental) justice approaches, informed by interdisciplinary ontologies that define water as simultaneously natural (material) and social, and based on an explicit acceptance of water problems as always contested, the article posits that water justice is embedded and specific to historical and socio-cultural contexts. Water justice includes but transcends questions of distribution to include those of cultural recognition and political participation, and is intimately linked to the integrity of ecosystems. Justice requires the creative building of bridges and alliances across differences.
River flows connect people, places, and other forms of life, inspiring and sustaining diverse cultural beliefs, values, and ways of life. The concept of environmental flows provides a framework for improving understanding of relationships between river flows and people, and for supporting those that are mutually beneficial. Nevertheless, most approaches to determining environmental flows remain grounded in the biophysical sciences. The newly revised Brisbane Declaration and Global Action Agenda on Environmental Flows (2018) represents a new phase in environmental flow science and an opportunity to better consider the co-constitution of river flows, ecosystems, and society, and to more explicitly incorporate these relationships into river management. We synthesize understanding of relationships between people and rivers as conceived under the renewed definition of environmental flows. We present case studies from Honduras, India, Canada, New Zealand, and Australia that illustrate multidisciplinary, collaborative efforts where recognizing and meeting diverse flow needs of human populations was central to establishing environmental flow recommendations. We also review a small body of literature to highlight examples of the diversity and interdependencies of human-flow relationships—such as the linkages between river flow and human well-being, spiritual needs, cultural identity, and sense of place—that are typically overlooked when environmental flows are assessed and negotiated. The goal of the study is to strengthen the analytical purchase of the term water governance and improve the utility of the concept for describing and analyzing actual water distribution processes. We argue this is necessary as most writing on water governance is more concerned with promoting particular politically inspired agendas of what water governance should be than with understanding what it actually is. We believe that water governance at heart is about political choices as to where water should flow; about the norms, rules and laws on which such choices should be based; about who is best able or qualified to decide about this; and about the kind of societal future such choices support. We identify distributions-of water, voice and authority, and expertise-as the empirical anchor and entry-point of our conceptualization of water governance. This usefully allows foregrounding questions of equity in water governance discussions and provides the empirical foundation for a meaningful engagement with the politics of water governance.
